212 Proposals to Accelerate Development in Baoshan

Since the third session of the ninth CPPCC Baoshan District Committee, members from all sectors and special committees have carefully implemented the key principles of the 20th National Congress of the Communist Party of China, the second and third plenary sessions of the 20th Central Committee of the Communist Party of China, as well as the important speeches and directives of General Secretary Xi Jinping during his visit to Shanghai. Focusing on the central tasks, they have played a pivotal role in advancing CPPCC proposals, practicing whole-process democracy, and promoting economic and social development in Baoshan. Specifically, they have strengthened work synergies, improved proposal quality, enhanced in-depth consultations, and reinforced supervision and evaluation.

In 2024, a total of 212 proposals were submitted, of which 125 were filed after review. By the end of the year, all filed proposals had been reviewed. Of these filed proposals, 111 (88.8%) were approved; 4 (3.2%) were being addressed; 1 (0.8%) was planned for future action; and 9 (7.2%) were retained for reference. All proposers expressed satisfaction or general satisfaction with the results.

Serving High-Quality Development

The filed proposals address key areas of economic and social development in Baoshan. Among them, 42 proposals (33.6%) focus on promoting high-quality development; 32 (25.6%) aim to improve public welfare; 26 (20.8%) target public service improvements; 9 (7.2%) are dedicated to accelerating the transition to green and low-carbon development; 16 (12.8%) promote cultural development and tourism; and other proposals have served as important references for decisions made by the district Party committee and district government.

Proposals such as the Thoughts and Suggestions on Promoting the Development of Strategic Emerging Industries in Baoshan District by the Jiu San (September 3) Society Baoshan District Committee are highly targeted and practical, serving the high-quality development of the “six major industries.” The Proposal for Establishing the Menopause Syndrome Clinic in Medical Institutions in Baoshan District by the Women’s Federation of the CPPCC Baoshan District Committee addresses a major public concern and offers practical solutions, with relevant suggestions being fully adopted by the authorities. The Proposal for Optimizing the Public Services for the 15-Minute Community Living Circle in Baoshan District by the sports sector has been praised for addressing key social governance issues. The Proposal for Developing the Wenzaobang River into a Scenic Area in Baoshan, put forward by Hou Yan, has contributed significantly to the district’s “beautiful urban area” initiative and environmental improvements. The Proposal for Enhancing Publicity Regarding the Northern Transformation of Baoshan District by the Chinese Peasants and Workers Democratic Party Baoshan District Committee offers strategic insights and practical solutions for fostering the development of soft power.

Leveraging Advantages of All Sectors to Folster Synergies

The CPC Baoshan District Committee has made proposal work an important part of its leadership in CPPCC activities by integrating it into the district’s annual performance evaluation objectives. Senior officials from the CPC Baoshan District Committee, the District Government, and the CPPCC Baoshan Committee are required to lead in reviewing the key proposals and creating a favorable environment for proposal work. The District Government has placed proposal handling on its agenda, conducted special research and deployment, closely oversaw and guided the process, and improved assessments to ensure effectiveness. The CPPCC Baoshan District Committee views proposal work as a major responsibility, focusing on researching important issues, improving institutional mechanisms, strengthening coordination and guidance, and improving proposal quality. All units are strictly held accountable in handling proposals to ensure their effectiveness.

Quality First

Party committees and government departments are encouraged to provide high-quality proposal topics to ensure that proposals are well-targeted. Proposals are encouraged based on CPPCC work outcomes, with a focus on joint research and writing. As a result, a significant proportion of proposals (64.8%, an increase of 9.4 percentage points from last year) are collective and joint efforts. The overall quality of proposals has been further improved through rigorous review processes and case acceptance procedures, ensuring quality while controlling the quantity.

Strengthening In-Depth Consultations to Improve the Effectiveness of Proposal Handling

A standardized proposal-handling process has been implemented, with in-depth consultations being the key focus. The “1+X” consultation model has continued to be developed, alongside the Three-Combination method of consultation, the “three face-to-face consultations”, dynamic consultations, and expanded consultations. The proposal consultation rate reached 81.6%, an increase of four percentage points from the previous year, and both the quality and effectiveness of proposal handling are improved.

Strengthening Supervision and Evaluation to Ensure the Implementation of Proposals

The district has ensured that proposal outcomes lead to tangible results through general and targeted supervision. An evaluation mechanism for key proposals has been established to enhance proposal quality and effectiveness. Furthermore, exemplary cases are promoted, and outstanding proposals and departments handling them are recognized with awards, helping to foster more high-quality proposals and ensuring their implementation.
