Sanjiang Review: New Achievements Require Practical and Responsible Actions
As time progresses, the old gives way to the new. In this pivotal period of deepening reforms, we have witnessed the successful convening of the sixth session of the Ninth People’s Congress and the fourth session of the Ninth CPPCC Baoshan District Committee. Bearing the trust of the people throughout the district, the representatives of the Baoshan District People’s Congress and members of the CPPCC Baoshan District Committee, from all sectors, have united with determination to write a new chapter in Baoshan’s development.

Achievements Secured
Over the past year, Baoshan has made significant strides in Northern Transformation, urban renewal, and improving quality of life. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the essence of the 20th National Congress of the Communist Party of China, and the second and third plenary sessions of the 20th Central Committee, as well as General Secretary Xi Jinping’s important speeches and instructions during his visit to Shanghai, Baoshan has advanced under the leadership of the municipal Party committee, municipal government, and district Party committee.
Starting a New Journey of Great Significance
The year 2025 marks the final year of the 14th Five-Year Plan and the beginning of the 15th Five-Year Plan, making this year especially significant. We must always keep in mind the major national interests, adhere firmly to the key principle of high-quality development in the new era, and contribute to the goals of Baoshan District and Shanghai. Specifically, Shanghai aims to establish itself as the international economic center, the financial center, the trade center, the shipping center, and the technology and innovation center. Baoshan aims to play an important role in the development of the northern Yangtze River Delta and become a new powerhouse for northern Shanghai; become the sci-tech center, the cosmopolitan city, and the green and low-carbon development model; and achieve new development in industries, urban spaces, and governance.
Making Progress with Actions
Today, Baoshan stands at a new historical starting point. The new journey to high-quality development demands courage, wisdom, action, and responsibility. We shall have a passion for success and take action with accountability to achieve even greater progress. We shall attach importance to the implementation efficiency, gain insights into the trend, improve the strategic planning, and develop the necessary skills to take action. We shall be the pioneers to make progress and give our all to promote Baoshan’s sound development at an even faster pace in alignment with national priorities, the people’s concerns, and current trends.
Moving Forward with a Pioneering Spirit
The new journey has already begun, and it calls for dedication and hard work. The Two Sessions carry the hopes of the people and come with significant responsibility. It is essential for every representative and committee member to focus on the development agenda, understand the pulse of the times, and contribute ideas for Baoshan’s growth. In the face of challenges, we must stay positive, embrace patience, and take consistent action to make progress. We will achieve the goals of building “the sci-tech center, the cosmopolitan city, and the green and low-carbon development model” as well as building a modernization model for the new era, making new contributions to Baoshan’s continued success.
