Following the requirements outlined in documents such as the Implementation Opinions on Optimizing the Approval and Land Supply Process for Major Projects in Shanghai issued by the Municipal Bureau of Planning and Natural Resources and in alignment with Shanghai’s highest standards for business environment, Baoshan District Bureau of Planning and Natural Resources is focused on leveraging the strategic roles of the district as the main front of Shanghai’s sci-tech innovation center initiative, the main urban area of the international metropolis of Shanghai, and a model area for green and low-carbon transformation within the framework of the district’s North Transformation strategy. Dedicated task force demonstrates Baoshan’s speed in “certificate issuance upon land handover” The “certificate issuance upon land handover” service is a key initiative in Shanghai’s efforts to deepen reforms to streamline administration and delegate power, improve regulation, and upgrade services and to optimize the business environment. Featured in version 7.0 of the city’s business environment reform plan, this service is set to be rolled out citywide by 2024. In response, Baoshan District Bureau of Planning and Natural Resources quickly established a dedicated task force. By having relevant departments intervene early, work in coordination, provide guidance, and offer comprehensive assistance throughout the process, the bureau helped Shanghai Luohui Engineering Project Management Co., Ltd. achieve the “fastest possible” online processing with no in-person visits. After paying land transfer fees and related taxes, the company was able to complete its online application and promptly obtain electronic certificates for real estate ownership and the construction land planning permit. This process, which once required at least four in-person visits and ten business days, has been streamlined to just one day and with no visits required. “Green channel” enables fast approvals while preserving Baoshan’s rural character Luodian Town under the jurisdiction of Baoshan District is both a national comprehensive pilot town for new urbanization and a central town in the “Shanghai 2035” Master Plan. Emphasizing the preservation of rural character, the bureau has conducted thorough research into the design features of surrounding villages during the plan pre-review stage. It adheres to overall design principles to ensure that the project plan aligns with the rural character and local environment, leveraging project approvals to empower rural revitalization.

Business specialists drive progress, giving “urban scars” a rebirth Parkview Plot A, located along Yixian Elevated Road, a key area of Baoshan District, had long been stalled due to unclear industrial positioning and insufficient corporate funding. The original project was halted after only some structural work was completed, leaving behind an unfinished site that negatively impacted the image of Baoshan. After persistent efforts, the site has now been revived with the launch of Guotai Life Science and Technology Park, a project with a total investment of RMB 1.39 billion.

To promote the early commencement and construction of the project, the District Bureau of Planning and Natural Resources has strengthened planning guidance to enhance urban functions. The bureau reclassified the site from industrial land to land designated for education, research, and design purposes (C6) while increasing the floor area ratio to 2.5. To meet the evolving needs of the project, the bureau established a dedicated task force of business specialists in collaboration with the local government, district-level authorities, the project owner, and design team to coordinate the demands of various stakeholders and monitor project progress. The business specialists have maintained close communication with the enterprises and design team, conducted pre-reviews of the industrial project plan, integrated the original structure with the new design, made full use of the existing column grid and basement, and optimized the internal layout to align with the functions of the biomedical industry, bringing a new vibrant and modern architectural presence along the Yixian Elevated Road.

Approval system reforms save time, helping enterprises start operations sooner
The District Bureau of Planning and Natural Resources has fully implemented the reforms of the integrations of multiple reviews into one, multiple certificates into one, and multiple inspections into one and is exploring and promoting reform measures such as “multiple inspections for one permit” and the “integration of inspection and registration”. Taking into full account the needs of enterprises for timely project delivery and production and considering the actual situation of the project site, the bureau has achieved regular issuance of four certificates simultaneously through coordination with various departments. For major industrial projects and public livelihood projects, phased planning and resource inspections of individual buildings are conducted once they are completed and meet functional requirements, allowing for “multiple inspections for one permit” and helping individual buildings within larger construction projects become operational faster. To date, the “multiple inspections for one permit” process has been successfully implemented for projects like MEDI PARK, Liando U Valley, and the urban village renovation and green space development project in Kangjia Village. The bureau also piloted the “integration of inspection and registration”, enabling low-risk industrial projects to complete final inspection and property registration in a single day. This process has been successfully implemented for the workshop expansion project of Shanghai Pinxing Medical Equipment Co., Ltd. and the warehouse renovation project of Xin’er Business Management Services Co., Ltd. In addition, the bureau continues to optimize the approval process, expand the scope of projects eligible to start construction upon land acquisition, and support the sale of industrial projects with plans in place. It is also working to further enhance the quality of planning and resource inspections upon project completion, strictly review reports of the “integration of multiple surveys”, and conduct on-site surveys according to relevant standards and requirements, aiming to ensure “one-time commissioning, unified surveying, and shared results”. Committed to the strategic goal of developing Baoshan District into the main front of Shanghai’s sci-tech innovation center initiative, the main urban area of the international metropolis of Shanghai, and a model area for green and low-carbon transformation, the District Bureau of Planning and Natural Resources will strive to create a quality business environment in the district. It will prioritize planning-led development, optimize land use within existing areas, increase land supply for industrial projects, and strengthen the management of and services for enterprises throughout their lifecycle. In addition, it will maintain close coordination with relevant municipal and district departments to enhance the administrative service experience, making government services more cohesive and efficient and demonstrating its 2024 achievements through timely issuance of certificates.
