Baoshan is accelerating the green and low-carbon transformation.Among its solid actions to promote the pilot project of Shanghai Green Finance Reform and Innovation Area, it released Special Plan for Baoshan BOC Carbon Loan, which provides RMB400 million in financing support for the first batch of green and low-carbon programs. Baoshan is promoting the pilot project of green and low-carbon supply chain construction, accelerating the construction of green and low-carbon core functional areas, and building a public service platform for green and low-carbon supply chains. The only carbon-neutral industrial park in Shanghai with “green and low-carbon” industries as the mainstay is accelerating Industrial agglomeration, with the first batch of settled enterprises having completed the signing of contracts.It is advancing the promotion and application of “new technologies, new processes, new materials, new equipment, and new energy”, E-C Digital’s industrial manufacturing LCA (carbon footprint) quantitative industrial software was rated as one of the top ten green and low-carbon innovative technologies in Shanghai in 2023.15 traditional industrial enterprises such as Bao Steel Xinri Iron Auto Sheet Co., Ltd. were rated as municipal green factories, and Yuepu Industrial Park and North Shanghai Biomedical Industrial Park were rated as municipal green parks.

Baoshan is strengthening the green and low-carbon transformation of urban construction.It is accelerating the construction of new energy facilities, and has completed 181 renewable energy projects in 2023, with an installed capacity of 65,000 kilowatts; it has built 3 green port berth shore-based power supply systems, with a total power supply of 2.16 million kWh; it has completed 3,210 new public charging piles, achieving full application of new energy buses and taxis.Shidongkou No. 1 Power Plant of Huaneng Power, the country's first equal-capacity coal-fired power replacement demonstration project, has been successfully put into operation, achieving zero discharge of wastewater and reducing carbon emissions by about 800,000 tons per year.The transformation of key areas has been accelerated, all new projects in Nanda Smart City have implemented the two-star and above green building standards, and the establishment of digital twin (phase I) projects has been accelerated; the regional economic structure of Wusong Innovation City has been steadily adjusted, and the pilot establishment of green ecological urban areas has been promoted in an orderly manner.

Baoshan is promoting the green and low-carbon transformation of lifestyles.It comprehensively promotes the "Baoshan District Green and Low-Carbon National Action", and related cases were awarded the top ten cases of the 6th China (Shanghai) Social Governance Innovation Practice.Baoshan continues to improve the waste classification and resource recycling management model, fullying covering domestic waste classification, and has built a total of 1,217 "two-network integration" recyclable service points and 17 transfer stations.It has established 104 green schools, of which 4 were rated as municipal ecological civilization demonstration schools; it has transformed a total of 5 national green shopping malls including Baoshan Wanda Plaza and Baoshan IKEA, and 3 gold leaf and 6 silver leaf green tourist hotels.Baoshan is promoting the basic data elements of the district's big data resource platform to be shown in the figure above, and has built 10 urban digital sign scenarios including the "Night Market Operation Support Service System" to fully empower the green and low-carbon transformation of lifestyles.
