On the afternoon of July 13, a Party and government delegation from Baoshan District led by Chen Jie, Secretary of the CPC Baoshan District Committee, visited the officials and professionals from Baoshan District who are carrying out aid work in Weixi Lisu Autonomous County (“the County”) of Yunnan Province. Chen Jie expressed his sincere solicitude to the officials and professionals and thanked them for their selfless dedication. Li Yanlan, Deputy Secretary of the CPC Diqing Tibetan Autonomous Prefecture Committee, and leaders from Baoshan District, including Xu Jing, Ding Jiongjiong and Lu Jun, attended the visit.

Chen Jie pointed out that conducting east-west cooperation is a major strategic decision made by the CPC Central Committee to fully tap into the strengths of socialism with Chinese characteristics. According to Chen Jie, the officials and professionals are working hard in the County to help it consolidate the results of poverty alleviation and promote rural revitalization, fully demonstrating their image and diligence. He stressed that 2023 is a crucial year for the Chinese people to work both to consolidate and build on achievements in poverty alleviation and boost the revitalization of rural areas. He urged the officials and professionals to thoroughly study and implement the spirit of General Secretary Xi Jinping’s important speeches on east-west cooperation, and to follow the decisions of the CPC Central Committee and the requirements of the Shanghai Municipal Committee of the CPC to achieve new results and make breakthroughs in east-west cooperation.

Chen Jie emphasized that the officials and professionals should bear in mind their mission and assume heavy responsibilities to build the second hometown of Weixi Lisu Autonomous County. He hoped that they would continue to take a clear political stand, consider the general situation, join hands with local officials and people to devote greater efforts to revitalize rural areas, cement and expand their friendship with local people during work, life and study, and do their best to build and serve the second hometown. Chen Jie stated that they should pioneer and push ahead and take solid steps to show their good image. He asked the officials and professionals to fully utilize their professional strengths, enhance investigations to thoroughly understand the situation, focus on key tasks, propose concrete measures, hardcore measures and effective measures, do practical and beneficial things for the County and its residents, and build and write the “Baoshan Brand” and the “Weixi Stories” of the cooperation between Shanghai and Yunnan. He required them to learn knowledge, sharpen their skills and improve themselves in difficult positions. Chen Jie hoped that they would grasp the marvelous opportunity of aiding Yunnan, strive to overcome hardships, broaden their horizons, increase their capabilities and temper their spirit in the front line of aiding Yunnan, as well as enhance their Party consciousness, strengthen their willpower and cultivate their moral character during the process of aiding Yunnan. He reminded relevant departments to always care about the officials and professionals and constantly heighten the sense of service to provide a strong guarantee for their work and life.

Since Baoshan District began to offer paired assistance to Weixi Lisu Autonomous County in Diqing Tibetan Autonomous Prefecture of Yunnan Province in 2004, the District has been working strenuously to involve all sectors of society to aid the County, harnessing the spirit of selfless dedication, and making every effort to support the economic and social development of the County. Since 2005, Baoshan has dispatched 12 officials to serve temporary positions in government departments of the County, sent 61 teachers and doctors in 14 batches to work in the schools and hospitals in the County, and organized 61 key doctors in eight batches to undertake medical tours in the County. Since 2011, Baoshan District has trained 1,610 officials in 27 batches in the County and received 45 officials from the County who served temporary positions in government departments of Baoshan.

In 2023, Baoshan District sent nine doctors and four teachers to the County to render paired assistance and dispatched another key manager from the state-owned enterprises in Baoshan to serve a temporary position in the County. Baoshan District plans to carry out 10 human resources training projects for the County to train 466 professionals. Luodian Middle School, Baoshan Middle School, Wusong Middle School and Gucun Middle School in Shanghai were paired up with the No.1 Middle School of Weixi Lisu Autonomous County respectively to conduct educational assistance activities such as coming to Baoshan for study. Baoshan Hospital of Shanghai University of Traditional Chinese Medicine, Wusong Branch of Zhongshan Hospital Affiliated to Fudan University, and Luodian Hospital of Baoshan District offered paired assistance to the People’s Hospital of Weixi Lisu Autonomous County and opened a remote consultation system to effectively improve the medical services of the County.
