Industrial investment is an important starting point for stabilizing industrial growth and an important support for future output. Since 2020, the industrial investment in Baoshan District has witnessed double-digit growth for two consecutive years, its proportion of the district-wide social fixed investment rising from 15% to 25%, further optimizing the investment structure. Focusing on Shanghai’s “2 +3 +6 +4 +5” industrial system planning, Baoshan District has accurately grasped the future industries, subdivided industries, and promoted “quantity growth” with “quality improvement” through a slew of policies such as promoting business and investment attraction and benefiting excellent business, achieving the second highest total industrial investment and growth rate among the suburb districts of Shanghai in 2022.

According to the requirements of “Northward Transformation”, Baoshan has firmly held the key of effective investment, continuously introduced a number of landmarks, leading, and exemplary major projects, vigorously developed strategic emerging industries, and continuously deepened strategic cooperation with enterprises and higher education institutions in the district. To this end, in promoting industrial construction, Baoshan District has paid special attention to top-level design and strengthened implementation. Through a series of measures such as formulating project list and establishing a “interlinked mechanism”, it has tracked the progress of planned investment projects, strengthened the follow-up of project investment, and striven to count all industrial investment. It has established three major project libraries, namely, “in-stock, newly-built, and qualified”, including 100 key projects, with classified policies and targeted services. For in-stock projects, Baoshan District unifies its strategies to speed up the construction, effectively transforming major projects into new output value as soon as possible; For newly-built projects, different departments coordinate to synchronize the start-up and the counting, speeding up the investment progress; For qualified projects, Baoshan innovates its service methods, actively coordinates, and provides service in advance for the industrial and commercial registration and scheme design processes that enterprises generally have to go through. In the past year, we have effectively promoted the construction of a number of projects such as Skyland Group, Medicilon, Optorun Semiconductor and Yibu Semiconductor.

Besides “new members”, Baoshan District also attaches importance to “old friends”. In 2022, focusing on existing industries and relying on existing enterprises, Baoshan District planned to support 29 projects in 2022 to continuously promote the “upgrading” of the industrial development. Guided by the “30 Sci-tech Innovation” industrial policies, in 2022, the support ratio of new and technological transformation projects in Baoshan District reached 1: 7; with both scale and strength enhanced. Among the 29 enterprises to be supported, there are 24 existing enterprises, and the estimated new output value after the completion of the declared projects is 16.421 billion yuan. According to the relevant person in charge, it is an important symbol of the sustainable development of the district economy that the existing enterprises continuously improve the driving force of enterprise development through technological transformation and continuously drive and support industrial innovation in Baoshan District.

On the first work day of the New Year of the Rabbit, Baoshan District issued the Key Reform Measures for Optimizing the Business Environment in Baoshan District 2023, including new policies in eight aspects, many of which are improved or upgraded from previous policies. In the past year, Baoshan District aimed to save time, links, and trouble for enterprises to settle down and develop. It strengthened policy coordination and integration: “construction commencing as soon as the land is released” and “respective completion acceptance for single building” benefited 24 major projects; “groundwork first” policy saved over three months for eight projects on average; “application-free” appropriate funds of ￥325 million were provided to 3105 enterprises and individuals. The “commission service by government representative” policy has been awarded excellent case for optimizing business environment of Shanghai; biomedical industry special policy 2.0 boosted industry gathering and development; the whole chain service system accelerated project implementation.

Baoshan District has new plans for the new year. Based on the national strategy and Shanghai mission, Baoshan District, which strives for the “northward transformation” and builds a “main position”, will insist on “doing something selectively”, aim at the “key point”, strive to broaden a new road for industrial development to ignite the surging power of the district transformation, and build a strong material carrier and a solid “steel structure” for the “main position, international cosmopolitan, and model district”.
