On July 11, as the important functional supporting facility of Shanghai International Cruise Tourism Resort, Baoshan’s first multi-functional city reception hall themed with three forms of touring including cruise, pleasure boat, and yacht (sailboat) “Sea One·City Reception Hall” was opened.

The Reception Hall is located in the Sea One at No. 60 Wusongkou Road, where through the floor-to-ceiling window, you can enjoy plenty of beautiful sceneries, including the magnificent scenery of the intersection of the Yangtze River, Huangpu River, and East Wusong River, the fine view of Shanghai Wusong Paotaiwan National Wetland Park, which is a National 4A-level tourist attraction and is called the natural “green lung”, and the beautiful scenery of the Wusongkou International Cruise Terminal, which ranks the fourth in the world and the first in Asia. 

The Reception Hall is the first multi-functional city reception hall in Baoshan themed with three forms of touring. Its opening will bring together industry resources, so as to fully serve the development and construction of Shanghai International Cruise Tourism Resort, providing a new business situation for investment attraction, and a resource sharing platform for the relevant market entities in the resort.

Shanghai International Cruise Tourism Resort covers 12.48 square kilometers with a core land area of 3.5 square kilometers. Featuring “three formats of business” including cruise, pleasure boat, and yacht (sailboat) and themed with “three rivers convergence, three forms of touring for holiday”, the Resort planned to form a spatial layout of “four docks and one center”, “two belts and three parks”, and “five organized tours”. (The “four docks” refer to the International Cruise Terminal, the offshore cruise ship terminal along the Yangtze River, the sightseeing port of the estuary, and the yachts and sailboats port; “one center” refers to the cruise tourism center; “two belts” refer to the recreation and sightseeing belt of Yangtze River Estuary in the north and the culture experience belt of Wusongkou River in the south; “three parks” refer to the Yangtze River Estuary Culture Park, PaoTaiwan Wetland Park, and the Centenary Naval Port Expo park; “five organized tours” refer to the Wusong Memory Service Organized Tour, Tanghou Old Street Service Organized Tour, Fashionable Changtan Service Organized Tour, Technological Innovation Baosteel Service Organized Tour, and Peninsula 1919 Service Organized Tour.)

See One project is one of the core functional facilities of Shanghai International Cruise Tourism Resort, with a total building area of 240,000 square meters. It includes three office towers, one luxury hotel tower and commercial podium supporting, and a two-story parking lot with about 1,600 parking spaces under the ground. It is designed to create a multi-dimensional urban functional carrier for commerce and business, integrating “outlets characteristic business (characteristic business) + star hotel (Cordis) + high-end resort apartments (cruise for parents and child) + city reception hall (Three Touring Club)”.

Shanghai’s 14th Five-Year Plan clearly proposes “furthering the construction of a world-famous tourist city and a batch of tourist resorts such as Baoshan Cruise”. The Implementation Opinions to Accelerate the Development of the North-South Transformation issued by the Shanghai Municipal People’s Government specifies that “making the construction of a cruise tourism development demonstration plot as the goal, building high-standard Shanghai International Cruise Tourism Resort with global influence, expanding the cruise economic industry chain, and creating a new landmark of culture and tourism with the characteristics of international cruise and sea gateway identity”. Shanghai 2022 Government Work Report also makes it clear to speed up the construction of cruise tourism resorts.

After over a decade of successive development, the Party Committee of Baoshan District and the District Government focus on waterfront adjustment and transformation to upgrade the function of the waterfront area. They promoted to build one of the largest cruise ports in Asia, two five-star hotels (under construction), five venues, six parks, 500,000 square meters of commercial and business carrier (under construction), and more than 2,000 mu (133 ha) of ecological landscaping, and three square kilometers of developable waters, laying a solid foundation for the construction of the Shanghai International Cruise Tourism Resort with the theme of “three rivers convergence, three forms of touring for holiday”.

A few days before, in order to speed up the implementation of the work for the resort construction, the Baoshan Government released the Three-Year Action Plan on the Construction of Shanghai International Cruise Tourism Resort (2022-2024), which specifies eight categories of 50 key tasks for resort construction. It proposes that the following development goals shall be achieved within three years, including RMB three billion of project development investment, an addition of 300,000 square meters of commercial and business carrier, an annual addition of 100 “three trips” and related enterprises, a total of 10 million visitors, a steady growth of total annual tourism revenue, and it is planned to become a unique water consumption cluster and to be qualified for national tourism resort.

In the future, Shanghai International Cruise Tourism Resort will, taking water as the base and boat as the medium, link the Yangtze River Delta coastal cities to build a Shanghai water tourism gateway and a Yangtze River Delta water consumption cluster, becoming a world-class waterfront tourism resort.
