The two conferences of Baoshan District are about to be held in 2022. In order to further optimize government work, improve people's livelihood, and promote Baoshan's economic and social development, the NPC representatives and CPPCC members actively offered suggestions and submitted many valuable written opinions and proposals, and relevant government departments also responded and implemented rapidly. 

In 2021, Lu Weiqun, a representative of the National People's Congress, put forward Suggestions on Promoting the Prosperity and Development of Evening Economy in Our District to Further Stimulate Economic Growth. After receiving the suggestions, the District Commerce Commission attached great importance to the issue, and immediately arranged person in charge and relevant functional departments to carefully sort out and study the related work of Baoshan's evening economy in recent years, and gave a timely reply based on the opinions put forward by the District Market Supervision Bureau, the District Urban Management And Law Enforcement (U.M.A.L.E), and the District Administration of Culture and Tourism.

In the reply, the District Commerce Commission decided to work with relevant departments to solve the bottleneck problems that restrict the development of evening economy, integrate regional commercial resources through various forms, display Baoshan's evening economy characteristics in innovative forms, and create a characteristic consumption area of sightseeing, recreation, shopping, dining, and entertainment in Baoshan at night, so as to bring stronger vitality to Baoshan’s evening economy.

Highlight the theme of "Love for Life, AI Consumption, and Gathering in Baoshan" of the second May 5th Shopping Festival in Baoshan District. By launching a new model of evening economy represented by "the 5th Land, Start the Night” event, introducing and publishing Baoshan series of characteristic evening theme activities, diversified bar night market culture are shaped so as to create a new landmark of Northern Shanghai’s nightlife themed with "playing and gathering all night", and display new highlights of evening leisure and consumption of Baoshan District.
