Since the beginning of this year’s flood season, No. 6 typhoon In-fa has brought destructive impacts. During this period, several low-lying ponding-prone areas in Baoshan survived the disaster without standing water.

On the morning of July 28th, Baoshan was hit by a heavy rain, which was the last one brought by In-fa. That afternoon, the weather turned cloudy, and the temperature rose. Most municipal roads were dried. Then how about the 4-meter-deep Yuecheng Road Underpass? The reporter visited the spot at 2 o’clock that afternoon.

Although there was no ponding in the underpass during Typhoon In-fa, it doesn’t mean there will never be. In case of waterlogging or a flood more severe than the one during In-fa, what will be done to Yuecheng Road Underpass, one of the key anti-waterlogging spots of Baoshan?

A staff member of Transportation Construction Management Center of Baoshan Commission of Transportation told the reporter: in case of a flood, a drainage pumping station near Yuecheng Road Underpass will start pumping water into Yangsheng River west to Yuecheng Road at a proper time; in case of a flood so severe that leads to a larger increase in water than the capacity of the pumping station or a water level higher than the safety warning line, transportation management department will promptly take emergency measures for the closed section to ensure the safety of traffic, people and vehicles.

In fact, Baoshan Commission of Transportation had already taken precautions on the eve of the typhoon: a flood prevention drill was conducted, concluding that the “25 centimeters” mark would be a key trigger for the suspension of traffic.

The staff member of Transportation Construction Management Center of Baoshan Commission of Transportation said to the reporter: once the water exceeds 25 cm on the indicator scale in the underpass, a linkage mechanism will be activated, with public security, the drainage department and road management and maintenance department cooperating to close the underpass. The road maintenance department, the green maintenance department and the marking line maintenance department of the Transportation Construction Management Center of Baoshan Commission of Transportation would conduct comprehensive investigation and identification by checking the safety of road maintenance facilities and their weak points in flood prevention and eliminating such safety hazards promptly.    

The reporter was told that, 25 cm would not be an absolute triggering depth, and that transportation management departments will make quick response according to actual situation and the precautions released and enhance the pertinence and flexibility of emergency measures in order to ensure the traffic safety of the Yuecheng Road Underpass.

Yuecheng Road Underpass Emergency Management Routine Work Tips:

Further confirm the “emergency triple linkage” procedure. On the basis of broadcasting the “20 cm restriction line, 25 cm closure line” drill:

activate the procedure at a blue alert of rainstorm, and implement the “20 cm restriction line, 25 cm closure line” drill;

enhance the response mechanism at a yellow alert of rainstorm, and implement a “15 cm restriction line, 20 cm closure line” drill;

further enhance the response mechanism at an orange alert of rainstorm, and implement a “10 cm restriction line, 15 cm closure line” drill;

comprehensively enhance the response mechanism at a red alert of rainstorm, and implement a “5 cm restriction line, 10 cm closure line” drill;

If the rain is too heavy to make accurate prediction, staff on site will activate the closure according to their observation in order to strictly ensure that “no cars would be flooded, no people would be hurt” in the underpass.

In the storm, fragile spots like the old city of Yuepu and the Yuecheng Road Underpass of Yanghang Town did not have water pooled, which shows significant improvement in the flood-preventing facilities and the capacity in emergency management of Baoshan in flood-season. Meanwhile, there is no end to flood and typhoon prevention, and we shall never slack off. We will continue to take on diligent work, lay a solid foundation, and ensure people’s life and property safety.
