Talents are the primary resource and innovations are the primary engine for development. To attract talents from home and abroad to join Baoshan’s strategic journey of building itself into the main position of the scientific and technological innovation center of Shanghai, Baoshan launched a kick-off ceremony of talent acquisition for realizing this strategy, themed on “Gathering Talents to Create Scientific and Technological Innovations”, in Chenggong Technology Oasis on the afternoon of January 7. With the kick-off ceremony being live-streamed globally, this program aims to recruit a great number of talents with professional competency and a global vision. Chen Jie (Party Secretary of Baoshan District), Xujing (Standing Committee Member and Head of the Organization Department of Baoshan District), Yu Chengbin (Deputy Director of Shanghai Municipal Human Resources and Social Security Bureau), Ni Qianlong (Deputy Governor of Baoshan District), among other leaders, attended the kick-off ceremony.

Relying on the 9 overseas talent attraction stations of Shanghai Municipal Human Resources and Social Security Bureau in the US, the UK, Germany, France, Australia, Canada, Japan, Singapore, and other countries, Baoshan District launched the talent recruitment program simultaneously at home and abroad. On the day of the kick-off ceremony, people from certain talent attraction stations watched the live-streaming of the ceremony.

Taking the talent acquisition program as an opportunity, Baoshan will take vigorous efforts to bring in a great number of talents with a global vision and high-level innovation and entrepreneurship teams from home and abroad to foster innovations in Baoshan.

At the kick-off ceremony, Chen Jie told three stories about the relationship between Baoshan and enterprises, in an effort to show the confidence and determination of Baoshan in attracting talents. As he pointed out, Baoshan has built a deep foundation in administration, industries, education, and military since being opened as a trading port over a century ago. From firing the first shot for liberating Shanghai to building the first steel pipe pile for China’s reform and opening-up, Baoshan has always been in the front line of Shanghai's development. Looking into a new era and a new development stage, Baoshan is confident and determined to remain at the forefront of the times. At present, the CPC Shanghai Municipal Committee has established explicit strategic objectives for the future development of Baoshan and mapped out a great roadmap for building Baoshan into the main position of the scientific and technological innovation center of the municipality. Baoshan is under a key stage for transformation and development, for which talents are the most valuable resource. To build Baoshan into the main position of the scientific and technological innovation center of Shanghai, Baoshan is in urgent need of great talents. Showing great sincerity, it is now inviting talents from home and abroad to join it for mutual growth and development.

This talent recruitment program comes at a time when Shanghai launches new policies on talent acquisition. As the first pilot district of Shanghai for implementing these new policies, Baoshan has been authorized the powers for household registration of overseas students and for the Residence Permit of Shanghai for Overseas Talent (B Card).

It is learned that the talent recruitment program will loosen up its policies and working mechanism to lower identity requirements. At least one-third job positions of enterprises settled in Nanda Smart City, Wusong Innovation City, and Huanshangda Science and Technology Park will be open to recruitments of talents from home and abroad and those who are recruited will participate in the top-level design and plan promotion for building Baoshan into the main position of the scientific and technological innovation center of Shanghai.

At the same time, Baoshan opened a public account entitled “Suishenchuang” at WeChat to actively explore ways to build a normal mechanism for selecting innovation and entrepreneurship talents. Suishenchuang will publish a collection of resources on financial institutions and administrative services and carry out a normal selection and issue-at-grab mechanism to allow financial institutions, incubators, accelerators, and other entrepreneurship resources to compete over prices and services on the platform. Suishenchuang will also gather renowned VC firms to assess entrepreneurship projects and classify them into five levels from A to E.

A-level projects will be granted with Shanghai household registration permits (covering all family members), settlement allowance up to 2 million yuan to team members, free-rent expert apartments, elite private banking credit cards issued by renowned banks, valuable land resources, over 200 services designed for Cherry Blossom Service Golden Card holders (see the Cherry Blossom Service Brochure for details); even E-level projects can also enjoy incubation spaces free of rent for a certain period, financial support from renowned banks, talent apartments, mortgage-free and low-interest loans, and services for certified Cherry Blossom Service Card holders. For some of the key positions opened this time, Baoshan will carry out beneficial policies of both municipal and district levels for talents, including offering direct acceptance services for household registration for overseas students, providing direct acceptance services for residence permits for overseas talents, granting settlement allowances, offering special stimulus, issuing Cherry Blossom Co-branded cards, letting talent apartments, etc.

Outstanding returned talents will be included in the “talent pooling” program of the municipality and be granted with a support fund of 1 million yuan; some high-level positions that remain vacant after the first round of recruitment will be, upon the recommendation of relevant towns and parks and the selection of the Human Resources and Social Security Bureau of Baoshan District, open to global recruitment by specialized headhunters. The headhunters and the talent development fund of Baoshan District will subsidize part of the head-hunting expenses; to solve the housing problems of talents, Baoshan will enlist 499 public rental houses to be used as district-level talent apartments. The talent recruitment program has more than 1,500 vacant positions to be filled up, and over 1,000 of them meet the industrial development orientation and the annual salary conditions.

From January 7, the 2021 cloud-based recruitment program officially kicked off for building Baoshan into the main position of the scientific and technological innovation center of Shanghai. It is learned that the cloud-based recruitment opens a wide range of job positions that are offered by renowned enterprises settled in Baoshan, including Baosteel Group, Shanghai Industrial Technology Center of Graphene, Shanghai Shenhe Thermo-Magnetics Electronics Co., Ltd., Shanghai Xforceplus Information Technology Co., Ltd., and Zhaohui Pharmaceutical. The recruiters come from a variety of industries such as biomedicine, new materials, robotics and intelligent devices, and new-generation information technology that are the development focus of Baoshan. 140 enterprises by now have participated in the cloud-based recruitment event and have offered more than 1,000 positions. Of them, over 60 enterprises have launched positions with an annual salary of over 200,000 yuan. Besides, there are also several high-level positions with an annual salary of up to one million yuan waiting to be filled up.
