“Internet + AI” Makes Baoshan Government Affairs Service “Smarter”

Lately, Mr. Li came to the Self-service Section on the third floor of the Baoshan   District Government Affairs Service Center (the “Center” for short) to handle the background inspection for online-hailed car driver on the intelligent device. Mr. Li first completed the identity authentication at the Intelligent Government Affairs Service Platform based on the Client Identity Authentication System and the System would acquire his identity card, residence card and driving license to form an application which will be pushed to the background system for inspection and approval. Mr. Li received the SMS reminder on the approval of the application in 10 minutes. “It’s quick and convenient.”

The AI (Artificial Intelligence) “Smart Approval” makes possible the quick and entirely self-help application approval with no paper materials needed. Such an efficient and convenient affairs handling experience is the result of the efforts of the Center on facilitating the “One Network for All Services”, transferring the service concept from the division management orientation to the client service orientation, and increasing the speed and efficiency of the government approval via AI technology.

Promoting in-depth online-offline integration

One entertainment company in Baoshan came to handle the alteration of judicial person of its entertainment business license, food business license and liquor retail license. Previously, it would take about 18 workdays to handle these three items in 3 windows. Currently, it only took 8 workdays to get all the updated licenses by submitting all materials in one window to be processed in the background system.

Focusing on the goal of “allowing enterprises to manage affairs in one window”, Baoshan has fully promoted the “one window acceptance for integral service” reform, unveiling the change from the “one door” to the “one window” offline service mode. After half a year of coordination, the “single window” for market access, general service, engineering construction, tax service and license issuing officially came into operation, and the previous “independent” approval mode at each “small window” has been replaced by the “coordinated” approval mode at an “integral window”. Now, the Center is featured by cross-department “single window” supplemented by the specific window of each department. In this way, application is accepted at the front desk, approval is carried out at the background system, and licenses are issued in one window, allowing enterprises to manage government affairs at “one window” instead of “one door”.

In promoting the reform, the Center has made the “Baoshan District ‘Single Window’ Reform Scheme” according to the principle of “resources integration, convenient affairs management, and increased efficiency”. Besides, on the basis of coordinating all stationed windows to form the administrative licensing department and making possible “one window to the public”, it has promoted the integration of the functions and layout of all windows with process re-arranging as the breakthrough and integral innovation as the method. The construction management system and the traffic system in Baoshan have established the first deputy-director-level construction affairs acceptance center, which has been stationed in the Center to manage the government approval related to the construction and traffic. They’ve also set up the mode of “one leading group, 1 issuing window and 1-day completion”, offering a solid system guarantee for the successful operation of the “single window” for engineering construction projects.

Creating “highway” for online administration

Since the beginning of this year, the Center has, by centering on the goal of “logging in on one network for enterprises to manage relevant affairs” and relying on the Shanghai Government Affairs “One Network for All Services” Portal, made use of the big data and introduced in AI technology to optimize each link before, during and after the online affairs handling and make the “One Network for All Services” easy for enterprises to use and favored by enterprises, thus creating a “highway” for online administration.

In the first application link, the Center has expanded the frontline services of the Government Affairs All-in-one Terminals with AI technology and the public service information on credit, tax paying, medical insurance, old-age pension and accumulation fund can be inquired at any time. It has upgraded the software and hardware to integrate the “Shanghai QR Code” APP and the Government Affairs All-in-one Terminals. Citizens can take a number on the Terminal by “scanning” with a mobile phone. An intelligent auxiliary sheet-filling system has been set up based on the collected information in the Shanghai Electronic Certificate Base and the Judicial Person Base. When one fills the application sheet on the Terminal, the basic information can be preliminarily filled by the system, thus avoiding the manual input of the applicant.

In the approval link, the Center has focused on promoting the mutual recognition and sharing of frequently-used electronic certificates and realized the 100% coverage of their application in government affairs. It has successively initiated such functions as acquiring the certificate in the system, showing the electronic certificate and reminding certificate expiration via the Government Affairs All-in-one Terminal, the barcode scanner and other smart devices, thus reducing the paper documents needed. In addition, the Center has launched the electronic seal and expanded its application scenes, promoting the “paperless” approval by stamping the electronic seal on the collected electronic certificate approval documents. And it has expanded the scope of government affairs and made more items to be accessed to the “One Network for All Services” platform for integral management.

In the final logistics link, the Center has offered free express services for government affairs on the “One Network for All Services” platform, in a bid to optimize business environment and reduce enterprises’ cost. Applicants handling relevant items online or offline can enjoy free certificate delivery service across the country, as well as free parcel collecting service in Shanghai.

Accurately targeting to enterprises demand

The over 60-year-old applicant of the Shanghai Yujian Cultural Transmission Center scarcely uses a computer and felt awkward in face of the “One Network for All Services” platform. Having learned about her situation, the staff at the “One Network for All Services” Assistance Sector introduced the application process in detail and guided her to complete the online application on starting up a business at the “One Window for All” Sector. The Shanghai Jiuxiang Health Management Co., Ltd. is to open, but its application was rejected due to some problems in the expression of its registered name and scope of business. The applicant was very anxious and called for help from the staffs of the “One Network for All Services” Assistance Sector, and the application for the name registration and business scope was soon completed under their help.

To assist enterprises in handling relevant affairs, the Center has set up three sectors and arranged staffs to offer assistance. The “One Window for All Services” Sector offers “One Window for All” application and CA electronic certificate activation services; the “One Network for All Services” Assistance Sector offers consulting services, online application and other “one-to-one” assistance services for enterprises managing affairs at the window; and the 24-hour Service Sector offers 24-hour services like inquiry and application, smart examination and approval and printing via the Government Affairs All-in-one Terminal.

24-hour consulting platform

To offer professional consulting services for enterprises in time, the Center has made use of various government service resources and intensified the online, telephone and site consulting services and established the 24-hour intelligent and personalized consulting platform. It has set up the shift system to solve enterprises’ difficulties both online and offline, making sure to offer continuous consulting service at the work time. Besides, it would analyze the consulting records and the click rate of each column and, by combining with the latest policies and regulations, gather and update the hot topics to be released to the public in time.

From now on, the Center will create the “Internet + AI” smart government affairs service platform, realize the in-depth online-offline integration, and keep improving the individuation, initiative, precision and intelligence of the “1 Network for All” service, allowing enterprises to handle relevant affairs at any time “through the internet or near home”.
