Station-City Integration Breathes New Life into Urban Development: Baoshan High-Speed Rail Station Powers Growth in Northern Shanghai

For years, the development of “Northern Shanghai” has lagged behind the southern part of the city. However, with the arrival of the Baoshan High-Speed Rail Station, positioned along the Shanghai-Chongqing-Chengdu High-Speed Railway and the Shanghai-Nantong Railway, the area has gained a new engine for growth. The station-city integration approach is now unfolding, revealing how this transportation hub is catalyzing Baoshan’s urban development.

Recently, Baoshan has experienced a surge of energy, mirroring the enthusiasm surrounding the Jinmao Tangqian—an early Transit-Oriented Development (TOD) project near the Baoshan High-Speed Rail Station. According to the project team, Jinmao Tangqian is rapidly nearing its topping-out ceremony. As part of the nation’s “quality home” initiative, the project has enjoyed exceptional sales, with both phases selling out completely. This demonstrates strong consumer confidence in the area surrounding the high-speed rail station and in the “quality home” concept that the development embodies.

The Jinmao Tangqian residential project, also part of a TOD complex plot at Baoshan Station on Metro Line 19, marks the first major real estate development around the high-speed rail station.

The chief engineer of the Jinmao Tangqian project from Shanghai Baoye Construction Engineering Co., Ltd. shared, “This project consists of 16 buildings with a total floor area of over 170,000 square meters. Three of these buildings are scheduled to top out by the end of August. The design incorporates China’s most advanced building technology—a double-skin wall system with internal insulation. This ensures excellent waterproofing and prevents insulation layer detachment, addressing common issues like exterior wall seepage.”

Baoye Construction serves as the contractor for this station-city integration project, while Shanghai Baoye Group is the investor. As a leading state-owned company with over 40 years of presence in Baoshan, Shanghai Baoye strongly believes in the immense growth potential the high-speed rail station brings to Baoshan. The company has made a significant investment of RMB 10 billion in the Baoshan High-Speed Rail Station and related station-city integration projects, which span the station building, station plaza, and supporting real estate developments, aligning the company’s growth with Baoshan’s development.

Station-city integration refers to the unified planning, construction, and development of high-speed rail stations and the surrounding urban areas. This approach aims to eliminate the traditional divide between rail stations and cities, transforming stations into integrated hubs that connect transportation, urban functions, and economic activity. The goal is to create a seamless urban experience where transportation and real estate development work together.

According to the plan, the main station building of Baoshan High-Speed Rail Station will cover 130,000 square meters, supplemented by 30,000 square meters of rooftop development and 30,000 square meters of urban reception areas. The first phase of surrounding supporting projects will feature commercial services, business offices, residential units, and other mixed-use developments, totaling 343,900 square meters.

The Station, set to break ground in April 2025 and scheduled for completion in June 2027, will cover a total area of 482,400 square meters with a station building area of 81,000 square meters. It will feature 8 platforms and 18 tracks, making it the fourth-largest railway hub in Shanghai and the second station in China to feature a double-deck layout. The elevated level will serve the Shanghai-Chongqing-Chengdu High-Speed Railway (with 4 platforms and 8 tracks), while the underground level will accommodate the Shanghai-Nantong Railway (with 4 platforms and 10 tracks). Additionally, the station will be the northern terminus of Metro Line 19, which will connect Baoshan with key districts like Minhang, Xuhui, Pudong, and Hongkou, further integrating the area into Shanghai’s broader urban fabric.
