Shanghai Empowers SMEs Through SOE Supply Chain Openness and Collaboration
To foster collaboration among businesses of all sizes and give SMEs greater access to the supply chains and application scenarios of SOEs, Baoshan hosted a special industry matchmaking event this week. Co-organized by the Shanghai SME Development Coordination Office and the Baoshan District Economic Commission, the 2025 Shanghai SOE–SME Collaboration Forum was successfully held in Baoshan.
Senior officials and corporate leaders took part, including Pu Yapeng, Deputy Director of the Shanghai Municipal Commission of Economy and Informatization; Shi Huiwen, CFO of Nuclear Power Operations and Research (Shanghai) Co., Ltd.; Sun Tao, Director of the Nuclear Industry No. 8 Research Institute; and Jiao Ming, Deputy General Manager of Shanghai Nuclear Engineering Research & Design Institute Co., Ltd. Wang Nai, member of the Standing Committee of CPC Baoshan District Committee and Deputy Governor of Baoshan District, also delivered remarks. Executives from Shanghai Electric Nuclear Power Group joined via video link.
This event was designed to align with national strategic priorities by strengthening mechanisms for collaboration between SOEs and local players. By leveraging the technological strengths of specialized, high-end, and innovation-driven SMEs, the goal is to help state-owned enterprises sharpen their competitive edge. With a focus on the nuclear power sector, the initiative represents not only a concrete step toward fulfilling key municipal and district-level tasks but also an effort to build an open, shared platform for industrial synergy. The forum seeks to foster stronger linkages between SOEs in nuclear energy and key enterprises across the local supply chain—encouraging collaboration, mutual benefit, and innovation. For Baoshan-based SMEs, the forum offers an opportunity to enhance supply chain alignment, integrate more deeply into SOE-led innovation ecosystems, and accelerate their growth and innovation.
At the event, four SOEs, including Nuclear Power Operations and Research (Shanghai) Co., Ltd., unveiled their application scenario requirements on-site. More than 40 Baoshan-based enterprises engaged in targeted matchmaking across four breakout sessions, creating a lively atmosphere and marking a new chapter in central-local collaboration. Several representative projects from previous Baoshan SOE–SME matchmaking sessions were formally signed on stage, including: a fully automated industrial-grade production line developed jointly by Shanghai Waigaoqiao Shipbuilding Co., Ltd. and Speedbot; a specialized furnace lining material project by Obei and Shanghai Lirr; and a prefabricated single-component experimental R&D collaboration project by Shanghai Composite Materials Technology Co., Ltd. and Yunlu Composites (Shanghai) Co., Ltd.
In recent years, Baoshan has capitalized on its strong industrial heritage, strategic location, and supportive policies to build Shanghai’s innovation hub, Shanghai’s urban core, and Shanghai’s model district for the transition to green and low-carbon development. By concentrating on six key industries and advancing the development of three strategic areas, the district has positioned itself as a leading hub for high-quality advanced manufacturing in Shanghai. Since the beginning of this year, under the guidance of the Shanghai SME Development Coordination Office, Baoshan has hosted a series of targeted industry matchmaking events, including the inaugural SOE-focused forum, a session on energy equipment upgrades, and a special event for cost reduction and efficiency enhancement. Currently, 14 projects from 12 enterprises are under matchmaking, with six projects already showing progress in collaboration and eight projects actively under negotiation.
