“Bao Ni Hui” AI Assistant Impressed a 30-Member Observation Group With Its Convenient Services During Government Open Month
As the Government Open Month progressed, an increasing number of citizens and business representatives joined the event. At the Baoshan District Administrative Service Center, AI-driven government service applications, represented by “Bao Ni Hui” AI assistant, captured the attention of visitors. The “Bao Ni Hui” AI assistant also gave attendees a glimpse of how artificial intelligence can enhance efficiency and unlock potential in improving the business environment.
At 2:00 PM on August 27, an observation team of nearly 30 people arrived at the Baoshan District Administrative Service Center. Their goal was to experience firsthand the district’s latest achievements in improving the business environment.
The team included some members of the People’s Congress, CPPCC members, “business environment experience officers”, and representatives from partner organizations. On the second and third floors of the Center, they were captivated by this year’s newly launched digital assistant. Since the beginning of the year, the Center has been working toward an upgraded “Smart Services 4.0” of the Government Online-Offline Shanghai platform, actively exploring pilot applications of DeepSeek in administrative services. The launch of the intelligent digital government assistant has further enhanced the intelligence and convenience of public services, contributing to the ongoing optimization of the business environment and the steady advancement of development initiatives.
When the 30-member delegation arrived, the AI assistant became the focus of attention. To illustrate its capabilities, it simulated a consultation with an aspiring café owner, showing how voice interaction with the AI assistant can simplify complex procedures. By understanding the user’s real needs, the AI assistant can instantly pull together tailored guidance—from required documents and application steps to deadlines, locations, common pitfalls, and key reminders. The result is a seamless, cross-department solution that provides round-the-clock professional support and significantly boosts the success rate of first-time applications.
Wang Wende, a member of the Standing Committee of the CPPCC Baoshan District and Chairman of Shanghai Fubao Software Technology Development Co., Ltd., said that the application of artificial intelligence in Baoshan’s government services was truly eye-opening. “Tasks that used to be relatively difficult are now handled by AI,” he noted. Wang added that when a company in the industrial park he manages sought information, he introduced them to the “Bao Ni Hui” platform. Following the platform’s online procedures, the company was able to complete its approval process within just 24 hours.
Starting with the most frequently used government services, the AI assistant provides support across various areas, including legal and regulatory information, service guides, business training, user manuals, and interactive consultations. Building a government knowledge graph greatly enhances the accuracy of smart Q&A, intelligent search, and guided service. Driven by advanced technology, it extends into broader applications by integrating the digital resources of the Government Online-Offline Shanghai platform. With large-model multi-source collaboration and multimodal interaction, the AI assistant not only provides digital human consultations, guided navigation, and smart explanations of technical terms, but also offers one-click form-filling, instant diagram generation, and a suite of other capabilities. Built on the “1+20+3” business coordination mechanism, the “1+N” knowledge-graph operating model, multimodal collaboration, and a sustainable operations framework, the AI assistant continues to strengthen data governance and AI service capacity—ensuring stable, efficient, and reliable performance.
The AI assistant has served more than 11,500 users, handled over 23,000 conversations, and recorded a combined 32,000+ visits across web and mobile platforms, with an average session length of 2.6 minutes. Its smart form-filling feature has been applied to 195 administrative services, helping businesses complete 26,257 forms. Meanwhile, its AI-powered drawing function has generated 5,282 diagrams, saving companies an estimated 3 million yuan in costs and delivering a marked boost in efficiency. In June 2025, the AI assistant was recognized as one of the National Digital City Innovation Achievements and Best Practice Cases.
