Shanghai International Cruise Tourism Resort to Bring New Possibilities for Tourists and Residents

The concept of the Peoples City refers to that A peoples city should be built by the people and for the people. What each district in Shanghai will do to implement the important concept of the Peoples City and build a beautiful city that belongs to the people and serves the people?

The A Dialogue with Secretaries of District Party Committee 2024 series, a multimedia interview program jointly produced by Shanghai Release and Radio Shanghai, launched on December 2, 2024. The secretaries of District Party Committee of Shanghai will take the audience into the neighborhoods they have visited most in the past year such as enterprise buildings, small shops, parks, green spaces, as well as Party and Community Service Centers, and community canteens. During the city walk, they will analyze the cases of the implementation of the concept of Peoples City, and share their plans and thoughts on the development of their respective districts.

Today’s interview is set in Baoshan District. How can Shanghai International Cruise Tourism Resort further enhance its capacities? How can cruise tourism better meet the needs of the people and further optimize services? How is Baoshan promoting the “Northern Transformation” and setting a transformation model of modernization in the new era? Baoshan District


1. Upgrading Shanghai International Cruise Tourism Resort for tourists from Shanghai, the rest of China, and even the rest of the world to enjoy the splendors of the confluence of the Yangtze River, Huangpu River and Wusong River by the sea.

After several years of development, Shanghai International Cruise Tourism Resort boasts the service capacity for certain demands. Notably, Shanghai World, which opened on September 30th, has improved the services in an all-round manner.

Shanghai World, also known as “A Cruise on the Land, is a commercial complex built by China Merchants Shekou Holdings, featuring services in culture, commerce, sports, and tourism. In the 50,000-square-meter commercial area, tourists can do many things such as indoor diving, indoor surfing, and visiting an indoor ice and snow world or an indoor multi-species museum. The waterfront features a no-powered amusement park, ideal for family travel. In the future, a water park will also be added to this area. The four buildings resemble four sails in full spread, with two serving as office buildings and the other two as hotels, Cordis and Yitang Apartment. Yitang Apartment is designed for family-friendly accommodation, perfect for family vacations and leisure.

The 6-kilometer-long coastline along the Baoshan Riverside is home to multiple facilities, including the Shanghai Wusong Paotaiwan National Wetland Park, Zero Point Square, Tourist Service Center, Shanghai Wusongkou International Cruise Terminal, Shanghai World, Riverside Park, Changtan Commercial Block, Changtan Concert Hall, and the Spherical Theater. Based on these facilities, the “Cooperation and Events” business model will be utilized to improve services to attract visitors, while boosting the service capacity and appeal of Shanghai International Cruise Tourism Resort.

The transformation from a mudflat to a port, then to the Shanghai International Cruise Tourism Resort has witnessed the efforts of Baoshan to develop the riverside and improve the services along the river, to meet peoples expectations for a better life. It not only provides excellent services to the people of Baoshan and allows local residents to enjoy the beautiful scenery and services first, but also serves tourists from across Shanghai, the rest of China, and the rest of the world, so that they can enjoy the splendors of the confluence of the Yangtze River, Huangpu River and Wusong River by the sea.


2. Promoting cruise tourism and improving the services for tourists to meet the micro-vacation needs of tourists from Shanghai and the neighborhood.

Baoshan is planned as a major district for the development of cruise tourism. Huaxia Cruise, a state-owned enterprise specializing in operating international cruises, has set up its base in Baoshan. On January 1 of this year, the first large cruise made in China, Adora Magic City, made its maiden voyage here. In addition, Royal Caribbeans Spectrum of the Seas and other cruises are also operating at Baoshan, attracting a significant number of foreign and domestic tourists for overseas travel. Cruise tourism has become increasingly popular among the public and is emerging as a new industry.

On one hand, it is essential to cater to the cruise tourism demand from the city and the whole country by continuously improving the services for tourists. For example, the Zero Point Plaza Cruise Tourist Service Center has been built to provide services for passengers waiting to board; More customs clearance facilities have been set up to enable faster and more convenient boarding; Shanghai International Cruise Tourism Resort has been set up to offer tourists places for accommodation and leisure. On the other hand, there is a growing demand for micro-vacations of tourists from Shanghai and the neighborhood. Therefore, leisure spaces for micro-vacations have been set up, which provide excellent services, ideal for family trips on weekends.

Baoshan is also developing cruise-related industries, including cruise ship manufacturing, cruise design, onboard supplies, port services, and cruise culture. For instance, in terms of cruise-themed tourism, it can offer corporate culture-building services onboard, as well as team-building activities which can create more local employment opportunities and a win-win effect.


3. Promoting the building of the Shanghai Sci-Tech Innovation Center, the core urban area of the International Metropolis, and a model district for transition to green and low-carbon growth on the path of Three Transformations to become a transformation model for modernization in the new era

The construction of the Changtan Observation Tower (Golden Cudgel) and the Concert Hall (Crystal Palace) are nearly completed. The next plan is to build the Changtan Cultural Center. The Changtan Observation Tower will feature a one-foot garden inside and will offer some vertical sports services. Extreme sports are planned for the rooftop. The Changtan Concert Hall is a professional, high-level venue for music performances. Exclusive hotels, office buildings, and other facilities will be located nearby.

Baoshan is focusing on promoting the Northern Transformation, to build the Shanghai Sci-Tech Innovation Center, the core urban area of the International Metropolis, and a model district for transition to green and low-carbon growth. It requires three transformations, namely industrial transformation, with a focus on developing the six major industries, among which cruise tourism is a key industry; spatial transformation, with the Yangtze River waterfront and the Shanghai International Cruise Tourism Resort being the primary development area; and governance transformation, featuring beautiful environment, convenient services, rich cultural activities, and increased public security. By offering better services and improving the environment, Baoshan aims to build itself a land for more investment, entrepreneurship, and employment opportunities, and a transformation model for modernization in the new era.
