Fengxiang Innovative Eco Park, one of the first outer-ring parks in Shanghai, provides visitors with an opportunity to retreat into a diversified natural environment in a hectic life. Visitors could wander on the paths in the fir forest and the relics of the beacon tower, explore the home of insects and forest, and enjoy the water plants with “autumn colors”. As part of the former outer-ring shelterbelt endowed with rich ecological resources, the park was renovated and upgraded with the theme of “Innovative Eco Park and Water Plants” in 2021, to create a landscape landmark for the public and nearby hi-tech companies. Since the completion of the renovation at the end of 2022, visitors including tourists, nearby residents and staff of surrounding hi-tech enterprises have used it as a public green space for sports, leisure and business exchanges.

Gaojing New Park, also known as the “highland park”, is located at the formerly abandoned freight depot along the railway at Gaojing Town. For the nearby residents’ demands for greening and leisure space, the local government has incorporated the park renovation into the “15-minute community life project” to explore the design for balancing improving public facilities and industrial heritage restoration. The once-forgotten space has been transformed into a green space for leisure, social interaction, people-to-people exchange and exercise. In addition, a community canteen is set up in the park to serve delicious and affordable meals. Besides, those industrial relics are preserved well. The park is rated as the “2023 Shanghai Model Public Facility for A 15-minute Community Life Circle”.

The more convenient city

For an efficient transportation network, Baoshan speeds up the construction of the main railway and rail transit and actively builds an efficient and comprehensive transportation system. Baoshan vigorously promotes the construction of major transport infrastructure such as the Shanghai-Chongqing-Chengdu High-speed Railway, the Shanghai-Nantong Railway Phase II, the Metro Line 18 Phase II, Metro Line 19 and Expressway S16. At present, the relocation project for the Shanghai-Chongqing-Chengdu High-speed Railway has been completed; The construction of the high-speed railway station is ready to start; The construction of South Jiangyang Road Station and Tiantong Road Station of Metro Line 19 has started; The construction of all stations of Metro Line 18 phase II has started, and structural construction has been completed in five sections between six stations; The Jungong Road Expressway is soon to open to the traffic; G1503 Tongji Road Expressway and mainline expressway ramp are fully connected to realize the transformation of the shape of the outer ring expressway from “C” to “O".

Besides, administrative services are also becoming more convenient with modern technologies. As the pilot district, Baoshan actively promotes the application of the administrative services code in the service halls in the Yangtze River Delta region. People from Jiangsu, Zhejiang, Anhui and Shanghai could scan the administrative services code to realize cross-regional identity verification and electronic license calls, avoiding the unnecessary offline collection of material and certificates. To make administrative services accessible in the communities, Baoshan has introduced service outlets and AI service robots into the community as a pilot program, providing people with pre-filling, pre-approval and automatic approval services in the community. Baoshan continues to optimize and streamline the approval processes, improve service efficiency and promote online administrative services for more convenience in Baoshan.

To improve the life quality of residents, Baoshan actively promotes the renovation of “old communities, old houses and urban villages”. The first round of the urban villages renovation project has entered the final stage, making 17 villages more convenient, benefiting more than 3,000 residents and 340 enterprises. In the new round of accelerated renovation, construction of 11 new public facilities has been started; construction of 2 public facilities has been completed; 4 land parcels have been sold. Since 2023, 15 residential buildings with 34,100 square meters have been under construction, benefiting 975 households. Since 2024, the construction of 12 residential buildings with 28,700 square meters has been completed, benefiting 831 households. In June this year, the construction of 5 residential buildings in the Zhangmiao community was finished for the residents to move back, benefiting 325 households. As the first demolition and reconstruction project in Baoshan District that fully refers to the new regulations, the demolition and reconstruction project of the east block of Sitang Village II was published and signed on April 8, and 245 households were signed within two months, meeting the signing rate standard of 95% for the agreement to take effect.

In terms of education, to meet the diversified needs of students, solve the “picking-up-children-at-3:30 problem” and reduce the burden of parents, 125 compulsory education schools in Baoshan District have decided to provide after-school services, offering free and diversified after-school services for students who are still willing to stay in school after school. To meet the needs of family care for young children under 3 years old, Baoshan has established “baby houses” as community care in party-mass service centers, community apartments and community living rooms. Since 2024, Gucun Community Health Service Center has been building its demonstration community rehabilitation center. As an increasing number of elderly individuals opt for community-based retirement, Baoshan is addressing public concerns by enhancing the “micro-services” from community-based retirement service centers, thereby establishing a new and accessible mode for elder care. To improve the basic functions of “micro-services”, each center is equipped with a refrigerator, disinfectant cabinet and microwave oven. Elderly School, an activity service platform, provides elderly individuals with “micro health services” and “micro-social activity services”. At present, 197 community-based retirement service centers have been completed and put into operation. In the future, more elderly people will be able to receive “downstairs services” with “few steps”.

More cultural activities

The world’s top sporting event returns to Shanghai after 20 years. On October 6, the F1H2O World Championship, Grand Prix of Shanghai, China, 2024 successfully concluded in Baoshan Riverside. The competition of 19 top players from 13 countries was held in Wusongkou, showing the charm of Shanghai to the world. The competition was televised to more than 100 countries and regions through satellite, and related videos were released via various media so that the world could see the upgraded Shanghai International Cruise Tourism Resort through the event. In Square No. 0, adjacent to the port, a comprehensive carnival activity covering competitive sports, culture and tourism, and leisure and entertainment was organized.

On the eve of National Day, Baoshan Cultural Center was officially opened. The opening exhibition, “Beautiful Baoshan”, showed many masterpieces of art and calligraphy of Baoshan. Visitors could feel the unique charm of Shanghai Wusongkou International Cruise Port, the century-old lighthouse and the landmark buildings such as Changtan Concert Hall and the Luodian Ancient Town and Baoshan Temple, and the grandeur of the Memorial Hall of Songhu Battle of Chinese People’s War of Resistance against Japanese Aggression. In addition to the “Star Stage” and “Star Volunteer” projects, Baoshan Cultural Center launched the “Star Light Troupe” project, which consists of associations for dance, chorus, folk art, drama, literature, etc., to cultivate cultural talents and improve the quality of public services for the development of cultural cause.

In addition, Baoshan provides moral referees with “humanistic care”. With the philosophy of “Gaining Morality, Gaining Respect”, Baoshan issued the “Baoshan Gifts Card for Moral Referees”, to encourage people to do good in daily life. With the community affairs center as the platform and social governance resources, Baoshan promotes “one-stop services” for the resolution of contradictions and disputes; promotes the function of “N” such as “court-enterprise mechanism” and “litigation and mediation docking mechanism”; explores the “3+X+N” resolution mechanism of conflicts and disputes in Luodian Town; upholds the key role of “X” in resolving specific conflicts and disputes. The “Safety Number” program launched by 24 community police stations and the community police officers provide residents with 24-hour police services. In the past four years, more than 600 community police officers in Baoshan have answered 208,000 calls, checked and handled more than 40,000 dangers, and solved more than 1,600 conflicts and disputes.

Baoshan strives to solve the security affairs that the people are most concerned about. Baoshan addressed the “telecom network fraud crime” as a prominent problem affecting regional security, and made every effort to crack down on the crime.
