Baoshan Launches Campaign for Promoting Cultural and Ethical Progress
Civility embodies the intrinsic quality of a city, providing an endless source of strength for its development. In recent years, the concept that “cities are built by the people and for the people” has taken root in Baoshan District, blossoming into a vibrant expression of civility.
To actively implement the important concept of “people’s city” and create a festive atmosphere for the Mid-Autumn Festival and National Day while showcasing Baoshan’s urban image and achievements in promoting cultural and ethical progress and supporting Shanghai in becoming the best practice base for Xi Jinping Thought on Culture and Baoshan in becoming a beautiful, convenient, and safe district rich in cultural atmosphere, the district launched a campaign focused on promoting cultural and ethical progress on September 14.
The campaign is part of Baoshan’s broader initiative on “Cultural and Ethical Progress of a People’s City”. From July to November, Baoshan will roll out 18 projects and 301 community activities centered on six themes: urban spirit, revolutionary heritage, public services, traditional culture, exemplary role models, and public civility. This initiative aims to continuously meet the evolving intellectual and cultural needs of the people.
Establishing ethical role models to guide good deeds.
In recent years, guided by the core socialist values, Baoshan has innovatively developed a “Baoshan Good Samaritans +” brand project aimed at promoting good deeds under the theme “Virtue Enriches the Riverside, Goodness Shapes Baoshan”. The project covers three parts: “Baoshan Good Samaritans Commendation” for ethical role model cultivation and recognition, “Baoshan Good Samaritans Hub” for ethical role model promotion, and “Baoshan Good Samaritans Card” showing care and respect for ethical role models, making a comprehensive system for fostering virtue and morality.
During the event, awards were presented to the “Good Samaritans of Baoshan” for the second and third quarters, plaques were granted to four newly established ethical role model studios, and the 2024 edition of the “Baoshan Good Samaritans Card” was unveiled. Song Hubin, a filial Good Samaritan of Baoshan of the second quarter, moved the audience with his performance, “A Letter to My Mother”, highlighting the deep bond between mother and son.
Uniting the strength of the people for cultural and ethical progress
Baoshan has creatively launched a series of “star-themed” cultural and ethical advancement programs, including Star Market for supporting people with disabilities, Star Pet Park for promoting responsible pet ownership, Star Stage for art enthusiasts to showcase their talents, and Star Forum for public science education. These programs aim to advance civic practices across the district by deepening their meaning, enhancing services, guiding the public, and bringing people together.

In addition, traditional culture expert Tang Jihui shared the stories behind Baoshan’s “Century of Education” postcards. Local children performed readings of Baoshan’s original picture books Golden Embroidery Lady and Golden Dragon Boat, bringing intangible cultural heritage to life. Representatives of model workers and master craftsmen led a special city walk, offering citizens a unique journey of self-improvement. The stage play The Millionaire in Trash Town combined family talent performances with a message promoting waste sorting and advocating for a low-carbon lifestyle. Zha Zhenliang from Shanghai Yicai Flying Foundation shared stories of guide dogs, encouraging responsible pet care. There was also a performance that highlights responsible dining behavior.
