First Online Registration System for the Sales and Purchases of Non-Residential Housing Stock Between Enterprises Launched in Baoshan

To fully implement the spirit of the Shanghai Business Environment Optimization Conference held this year, and in line with relevant requirements of the Implementation Plan for Cultivating a World-class Business Environment in the Planning and National Resources Sector through Benchmarking-driven Reforms on facilitating real estate registration, relevant municipal planning and resources departments have been constantly improving online real estate registration system. The initiative aims to strengthen information integration and data sharing concerning real estate registration, transaction and tax payment and build a “shared thematic database” for housing sales to facilitate whole-process information collection and exchanges. Besides, these departments are cooperating with the Shanghai Municipal Tax Service, Shanghai Big Data Bureau and other departments to apply blockchain technology in real estate registration facilitation, and establish a safe and convenient new model integrating real estate transaction, registration and tax payment functions. The Natural Resources Title Confirmation and Registration Center of Baoshan District actively explored and implemented the work requirements of the municipal planning and resources department, and successfully launched the city’s first online registration system for the sales and purchases of non-residential housing stock between enterprises utilizing “shared thematic database” and blockchain technology.


Recently, the “shared thematic database” and blockchain technology were officially launched, significantly enhancing the information integration and data sharing between registration and tax departments, and improving the security and transparency of the housing sales process. In the online transfer and registration of non-residential real estate between enterprises, the Registration Center tested registration and tax information sharing through the “shared thematic database” system, and uploaded the process information together with the district tax department, successfully launching the city’s first online real estate registration system based on the “shared thematic database” and blockchain technology. The Registration Center successfully handled the transfer registration of non-residential housing stock for two companies on the Government Online-Offline Shanghai platform, and issued the electronic real estate right certificate. This milestone marks a significant advancement in information interaction and security for the city’s non-residential real estate transfer business, now fully managed online. The shared database platform system and blockchain technology have greatly improved the efficiency of government services, saving the time of enterprises, facilitating enterprise real estate registration, and ensuring that process information is secure and tamper-proof. This has created a better business environment for market participants.

This case enables accurate information push and intelligent interaction. Property sellers can apply for the “Full Online Registration of Non-residential Real Estate Transfer between Enterprises” through the Government Online-Offline Shanghai platform. After submitting the real estate registration materials online, the purchaser can log in to review and confirm the application and provide any additional materials or information. Once the registration departments complete their review, the results are automatically pushed to the shared database. The tax department then initiates an online tax payment procedure upon receiving the results from the shared database. The involved parties confirm the completion of automatic online tax payments via the online database. The tax payment results are then pushed back to the registration department through the shared database, allowing the registration department to immediately issue the certificate after verifying the tax payment information. This process ensures that the registration and tax information are shared and communicated automatically through the shared database, eliminating the need for enterprises to visit the tax department and bank in person. This marks a shift from the traditional offline mode to a fully online process.

Optimizing the business environment is always a priority for the government. The District Registration Center, following the directives from the state and the city and the overall plans of the municipal planning and resources departments, will leverage the online operation and information-sharing case as an opportunity to gather insights and continuously explore ways to streamline processes and services for property transfer registration for enterprises, thus helping optimize the business environment and enhance the sense of satisfaction and well-being among the people and business owners.
