The First District-Level Green Electricity and Green Electricity Certificate Service Station Established in Baoshan
At the Shanghai International Carbon Neutrality Expo 2024, Shanghai introduced the Green Electricity Consumption Accounting List with support from State Grid Shanghai Electric Power and Beijing Power Trading Center. The event also marked the unveiling of the first district-level Green Electricity and Green Electricity Certificate Service Station and the launch of eight preferential measures promoting green electricity.
The Green Electricity Consumption Accounting List is the first certificate for green electricity consumption that is both traceable and strictly verified. As a national pilot city for green power consumption accounting, Shanghai advanced this initiative with support from the Beijing Power Trading Center, developing a unified, authoritative, and credible green electricity consumption certification system. The list records key indicators and emission reduction results, including an enterprise’s annual total electricity consumption, total green electricity usage, proportion of green electricity consumption, and details of green electricity and certificate consumption. Users can also source green electricity and certificates by scanning a code. Utilizing blockchain technology, the list ensures reliable records and traceability throughout the entire lifecycle of green electricity consumption data. This approach guarantees the uniqueness and authority of green electricity consumption environmental rights and effectively addresses challenges in green electricity accounting and certification, embodying the concept of “small list, big accounting.”
The Baoshan District Green Electricity and Green Electricity Certificate Service Station, unveiled at the event, is Shanghai’s first district-level green electricity service station, built on the city’s inaugural “green electricity service micro-network” system. This station offers one-stop comprehensive services, including policy promotion, green electricity access, transaction consultation, bill interpretation, and consumption certification, enabling enterprises to accurately and traceably account for their “green bill.” In the future, Shanghai plans to use Baoshan District as a pilot to develop a “district-level service station + business hall micro-network” green electricity service system.
During the event, nearly 20 power generation enterprises and power users signed agreements of intent to trade green electricity and green certificates. These agreements span various industries, including steel, chemical, electrical, and information sectors. Since the beginning of this year, Shanghai’s green certificate trading volume has exceeded 15 million, with green electricity transactions reaching 4 billion kWh. This makes Shanghai the leader in the scale of green electricity transactions in the country.
