The automobile wire harness factory site, which was once low and scattered and had a strong industrial atmosphere, will undergo a complete transformation and become a “new adornment” of the region.

What does “industrial production in high-rise buildings” mean? This concept refers to the relocation of traditional factories and warehouses from the ground to high-rise buildings, making full use of the vertical space of those buildings to achieve a “leap” in land utilization and output rates. Currently, it has become a prevailing trend to promote “industrial production in high-rise buildings” and create “intelligent manufacturing spaces”. In Baoshan, 12 projects have been recognized as quality projects in the “intelligent manufacturing space” initiative at the municipal level. Baoshan District designates six major industries as key areas of industrial transformation, namely cruise tourism, green and low carbon, biomedicine and synthetic biology, robotics and intelligent manufacturing, new materials, and new-generation information technology. These industries are also prioritized for “industrial production in high-rise buildings” through the creation of “intelligent manufacturing spaces”. It is learned that North Shanghai Biomedical Industrial Park will soon introduce a cutting-edge biomedical industry project. The project’s land is classified as industrial, with a floor area ratio of 2.5 and a building height of 50 meters. At the same time, the project has been included in the first batch of “industrial production in high-rise buildings and intelligent manufacturing space” projects in Shanghai and is expected to provide no less than 4,500 square meters of building area for public supporting facilities in the future.

Among the global urban practices that have pioneered “industrial production in high-rise buildings”, mixed industrial land use stands out as an important approach. To transform traditional industrial land into functional land, Baoshan District further improves the land utilization rate, resolves spatial resource constraints, and expands the development space for the manufacturing industry by raising the building height and output intensity of industrial projects and arranging the functions of R&D, pilot testing, and production on different floors.

At present, 12 projects in Baoshan, including Liandong U Valley-Hilong Life and Health Park Project, High-tech Innovation Base, Dare Intelligent Cockpit R&D Headquarters Base, and MEDIPARK, have been recognized as quality “intelligent manufacturing space” projects at the municipal level. With a height of 80 meters and a floor area ratio of 3.0, and having access to a variety of established urban facilities within a three-kilometer radius, including star-rated hotels, large commercial complexes, hospitals, and universities, the Shanghai Carbon-peak Technology and Innovation Center project, situated in the southern section of Baoshan High-tech Industrial Park, is the district’s first newly-planned industrial land with reserve areas. By transforming temporary factories into R&D and innovation centers, more industrial space is created. Upon completion, the project will have a total construction area of approximately 92,000 square meters, with an above-ground capacity building area of about 71,400 square meters. The project plans to construct a headquarters building, an industry incubation center, an R&D and testing center, along with supporting facilities.

In addition, taking advantage of the north-south linkage in Baoshan High-tech Industrial Park, XFH Technology, the investor of the project, has also invested in the construction of Shanghai Carbon-peak Technology and Innovation Industrial Park in Luojing Town in north Baoshan. The industrial park is planned to house five industrial bases targeting different segments of the carbon materials industry, with a focus on pilot testing and production. The design concept of industrial production in high-rise buildings 2.0 will help alleviate the shortage of industrial land and improve land utilization efficiency. Another industry that requires an integrated industrial chain layout is the biomedical industry. The land of MEDIPARK, located in the North Shanghai Biomedical Industrial Park, falls under the category of industrial land in lot 104, where environmental impact assessment can be conducted and production activities can be carried out. The project encompasses three functional areas: R&D, pilot testing, and production, and the construction is underway for incubators, public laboratories, and animal experiment centers. Through function integration and industrial space optimization, the project aims to better serve the full-chain development of the biomedical industry.

Last year, the Shanghai Carbon-peak Technology and Innovation Center project was granted four permits on the same day, signaling a new phase of “simultaneous issuance of four permits” for the approval of engineering construction projects.

In addition, the advancement of “intelligent manufacturing spaces” relies on the support of services across the entire process. In the process of revising the Policy of Baoshan District on Accelerating its Development into a Main Pillar for Shanghai’s Sci-Tech Innovation Center Initiative to Promote High-quality Industrial Development, emphasis was placed on optimizing existing provisions such as those on the evaluation price of industrial land, rent subsidy support, and secondary development of existing industrial land. This resulted in the accelerated introduction of the “intelligent manufacturing space” support policy version 2.0, increasing support for promoting “industrial production in high-rise buildings” and creating “intelligent manufacturing spaces”, and involving more projects in the initiative.
