According to Baoshan District Human Resources and Social Security Bureau, overseas students are an important part of high-level talents, and also a major force to develop sci-tech innovation in Baoshan. To extend the fields and space of introducing overseas high-end talents in Baoshan District and build an international talent exchange platform, in May this year, Baoshan District and Shanghai Peking University Science and Technology Park established the first overseas talent introduction station in Baoshan District, “‘To Baoshan’ Silicon Valley Talent Introduction Station”. Through the talent introduction workstation located in Silicon Valley, Baoshan directly connects with talents from overseas outstanding universities such as Stanford and Berkeley, and publishes the demand for talents, achieving good results. In this event, Baoshan District and Homevalley, a North American venture capital incubator, unveiled and established the second overseas talent introduction station in Baoshan District, “‘To Baoshan’ Canadian Talent Introduction Station”, continuously building the channel for overseas talent introduction, which functions as an “air corridor” for the exchanges and matchmaking between Baoshan and overseas high-level talents. Through the construction and development of overseas talent workstations, Baoshan District hopes to attract outstanding projects and elite talents with high scientific and technological content, strong feasibility of incubation, great market development potential, intellectual property rights or key core technologies to settle in Baoshan, to build up their strength and accelerate their progress leveraging Baoshan’s Northern Transformation, and inject strong vitality into the construction of Baoshan’s main position as a Shanghai Science and Technology Innovation Center.

The International Department (Study Abroad Department) of Shanghai Municipal Human Resources and Social Security Bureau affirmed and supported Baoshan’s efforts in overseas talent attraction and this competition, and mentioned that Shanghai is making every effort to build a highland for high-level talents, which boasts high matchmaking rate with overseas students and is also the first choice for returnees to start businesses. At present, Shanghai is providing support for overseas students’ innovation and entrepreneurship with an all-round working system, covering the “four-in-one” policy system of overseas students’ settlement, overseas talents’ residence permit, Shanghai Pujiang Program and overseas students’ startup hubs. At present, there are 16 startup hubs for overseas students widely distributed in the whole city, providing a “one-stop” service platform for overseas students and enterprises from returning home, settling, financing to listing.

Baoshan District Human Resources and Social Security Bureau also introduced Baoshan’s unique overseas talent policy to the representatives of the participating projects, and preached and interpreted it from the aspects of talent introduction, talent incentive, living environment and service guarantee, which showed Baoshan’s sincerity in longing for overseas talents, and offered the overseas talents present with a more comprehensive understanding of Baoshan’s talent development environment.
