The foundation laying ceremony of Liandong U Valley · Dare Intelligent Cockpit R&D Headquarters Base, a major industrial project in Baoshan District, was held in Baoshan High-tech Zone on August 31. The event marks another successful “secondary development” of the industrial plot in Baoshan High-tech Zone through innovative enterprise renewal and co-operated construction.

Liandong U Valley · Dare Intelligent Cockpit R&D Headquarters Base project, located at No. 125 Zhenyuan Road in the southern area of Baoshan High-tech Zone, is co-developed by Beijing Liandong Investment Group and Shanghai Dare Group. The “zero land increase” project was reconstructed on the original site of Shanghai Puan Diesel Engine Company, a traditional manufacturer of auto parts and a high-quality industrial transformation and upgrading example in the park. Covering an area of about 54,667 square meters and a construction area of 163,000 square meters, the project demolished the original 19,000 square meters of buildings and built 9 high-standard modern factories with underground garages and supporting facilities, improving the floor area ratio from the original 1.0 to 2.5. With a total investment of RMB 1.3 billion, it is expected to be completed and put into use in August 2025. After completion, it will release 136,000 square meters of high-standard space for the building of a modern industrial complex integrating functions such as a high-end scientific and technological innovation center, intelligent manufacturing and R&D headquarters focusing on advanced industries such as biomedicine, new materials and intelligent manufacturing. Once in full operation, it is expected to achieve an annual output value of RMB 1.4 billion and an annual comprehensive tax payment of RMB 113 million.

In recent years, Baoshan District has vigorously promoted the renewal of industrial land and has been working on efforts to optimize the development layout and functions of land use. In 2020, for example, Baoshan High-tech Zone launched the Five-Year Action Plan for Bringing Ineffective Resources in the Park into Good Use in order to solve the “land shortage” problem, provide space for industrial transformation and upgrading, and promote the high-quality development of regional industrial development. The plan aims to revitalize, transform and improve land use in the industrial park and ensure that projects and industries with good potential have ample land and space and expects to bring 400 million square meters of industrial land into good use by 2025. 

Next, Baoshan High-tech Zone will continue to innovate and explore the path and mode of industrial land renewal, create more channels and deepen the industrial strategic layout of “headquarters in the south + manufacturing in the north”, so as to fully explore new space for the development of the park and the new pattern of industrial optimization to promote the high-quality development of regional economy.
