The first phase of Guosheng-Baoshan Medicine Valley, located in North Shanghai Biomedical Industry Park, Luodian Town, Baoshan District, is a major municipal-level project and a key project to build Baoshan into the main platform to support Shanghai Science and Technology Innovation Centre. After the construction is completed, the first phase of Guosheng-Baoshan Medicine Valley will focus on developing high-value-added biological products, medical devices and original new drugs and introducing corporate headquarters, R&D centers, companies engaged in high-end production and key links of the industry chain.

The construction of the valley has entered the final stage. It is expected that the valley will be fully finished and delivered for use in the first half of 2023. The first phase of Baoshan Medicine Valley is highly popular among tenant companies: 90% of the nearly 130,000 square-meter office spaces have been rented by leading enterprises in the sub-sectors of the biomedical industry, including Shanghai Unicar-Therapy Bio-medicine Technology Co., Ltd., Shanghai RNACure Biopharma Co., Ltd., Cheerland Biotechnology, GemPharmatech, Shang Fluoro and Shanghai Baozheng Pharmaceutical Technology Co., Ltd. Relevant parties plan to accomplish the acquisition of land for the second phase of Baoshan Medicine Valley in the first half of 2023. Some interested businesses came to “select offices” in advance after learning of the news.

Since North Shanghai Biomedical Industry Park was awarded the title “Shanghai Characteristic Industry Park” in March 2020 and named one of the five municipal-level biomedical characteristic industry parks, the biomedical industry in Baoshan District has entered the fast lane of rapid development.

A special phenomenon in Baoshan Medicine Valley is interesting. The valley is not completed, but the occupancy rate has reached 90%. Some tenant companies have taken action. For example, Shanghai Unicar-Therapy Bio-medicine Technology Co., Ltd. almost finishes the internal decoration of its office; Cheerland Biotechnology has dispatched a team to the site of its first phase project occupying the largest area in the valley to conduct decoration.

In fact, Baoshan comprehensively advances the acceptance of the completion of single buildings that meet certain conditions during the construction of the valley to satisfy enterprises’ needs for rapid production and operation.

In 2021, the government of Baoshan District made a breakthrough in the pilot project for the acceptance of the completion of single buildings and gradually improved the process. Later, Shanghai Municipal People’s Government promulgated relevant documents. Since the second half of 2022, the acceptance of the completion of single buildings has been further promoted in Baoshan and the acceptance of the completion of many single buildings has been quickened. The first phase of Baoshan Medicine Valley is one of the beneficiaries. “The governments of Baoshan District and Luodian Town attach great importance to the construction and investment promotion of Baoshan Medicine Valley. It only took two months for Cheerland Biotechnology to decide to settle down in the alley. During the two months, the leaders of the governments of Baoshan District and Luodian Town proactively built platforms, offered policies and finalized details. They left an excellent impression on the responsible persons at Cheerland Biotechnology and eventually persuaded the company to locate its CDMO project with a total production capacity of over one million litres in the valley,” elaborated Liu Tao.

There are too many people’s efforts behind the first phase of Baoshan Medicine Valley, whose construction began in Luodian Town of Baoshan District less than four years ago. In September 2019, the Baoshan District People’s Government and Guosheng Group signed a strategic cooperation framework agreement to foster the high-quality development of multiple industries in Baoshan. In December 2019, the People’s Government of Luodian Town of Baoshan District and Shanghai Guosheng Industry Transformation Capital Co., Ltd. reached a consensus on the construction of North Shanghai Biomedical Industry Park. In December 2020, the cornerstone of North Shanghai Biomedical Industry Park was laid.

“Grasslands, big trucks...” Recalling the environment of Baoshan Medicine Valley when its construction started, Liu Tao wondered at the tremendous changes in Luodian in just a few years. He said, “More and more people are now living around Meilan Lake. People live in Luodian and industries develop in Luodian. That’s a manifestation of prosperous industries and huge popularity.”

Zhu Feng, who worked in several districts of Shanghai and is now a finance person in Baoshan Medicine Valley, also experienced the changes in Luodian. After working in Baoshan Medicine Valley, he frequently felt the vitality and potential brought by the biomedical industry. In the valley, Zhu Feng made the acquaintance of first-class professionals specializing in the high-quality expansion of the biomedical industry, witnessed the gradual development of the industry in north Shanghai, enhanced his capabilities, grew together with Baoshan Medicine Valley, and became more intimate with the valley.
