The company also participated in solving the “bottleneck” problem of independent energy supply for deep-sea unmanned equipment, effectively meeting the national strategic security needs. According to the person in charge of the enterprise, Sushui Tech offered a stable power consumption solution in extreme environment. It broke down foreign technical barriers, which is of great significance to both the enterprise and the industry. “In the process of overcoming difficulties, we received strong support from Baoshan District, which not only provided talent apartments for sci-tech talents, but also actively helped connect potential customers in the Park.”

The industrial ecosystem in the Park “connects points into lines, combines points with lines, and forms chains with lines”, which enables enterprises in the “chains” to find opportunities for cooperation. At present, the nine bases in the Circum-SHU Science Park are just like “golden chains”, which are accelerating the internal circulation of enterprises in the Park.

Since its opening more than two years ago, the Park has been committed to building high-quality carriers, continuously improving service quality, attracting more enterprises to settle in, and introducing industrial chains to create industrial ecosystems. At present, nine core bases have been built, and another 200 enterprises have settled in; A total of 325 enterprises have been cultivated, with the number doubling in two years, and the registered capital introduced has exceeded 2 billion yuan; 25 new sci-tech achievements have been commercialized, with a total of over 50, and the total value has exceeded 200 million yuan... forming a virtuous circle of science and technology development.

Ecosystems gather, and industries connect into chains.

From the “alkene carbon aluminum alloy” serving the major strategic needs of the country to the medical mass spectrometer to fill the domestic technical gap, from Fnet offering the core photoelectric components of Starlink, to KenHigh Intelligence using deep-sea precise positioning and monitoring technology to help with archaeological work on shipwreck, Circum-SHU Science Park always benchmarks itself against the forefront of world science and technology, the main battlefield of economy, the major needs of the country, and people’s lives and health to carry out project introduction and transfer and commercialization of scientific and technological achievements.

Shanghai Chengkang Biological Co., Ltd. is located at No.0 Base of Circum-SHU Science Park, with a team composed of many foreign professionals headed by Professor Charles Lawrie of Oxford University. Its nucleic acid rapid detection platform technology can be applied to the fields of cancer concomitant diagnosis and rapid detection of Helicobacter pylori, which has attracted the attention of the Science and Technology Commission of Shanghai Municipality, Baoshan District, Shanghai University, and other parties. From the project launch to the production, Chengkang Bio plans to complete the industrialization process from 1 to 10 and to 100 in the Park.

The biped walking robot project independently developed by Tsinghua University team settled in August last year, and Shanghai Qingbao Engine Robot Co., Ltd. was established at No.0 Base of Circum-SHU Science Park. Biped walking robot are eligible for autonomous control of the whole machine and its parts, which is at the leading level at home and abroad and has a wide range of application scenarios. Wang Lei, the person in charge, said that choosing to start a business in Baoshan is based on the location advantage and convenient transportation and logistics of the Circum-SHU area. “On the other hand, as a sci-tech innovative team of Tsinghua University robots and metaverse, we feel that Baoshan’s scientific and technological innovation industry strategy is consistent with the enterprise development concept, and we believe that we can open up a broader space here.”

The Park has made a good start, and the construction of Baoshan University Science and Technology Park has also made full efforts and achievements in many fields. Peking University Science Park has witnessed a fruitful opening. Its first project, the oil-electric hybrid turbocharged aero-engine developed by Cuiri Aviation, completed the prototype research and development of the emergency department; Fudan Science and Technology Innovation Center built the Shanghai base of the National Laboratory for Materials to seize the global new material research and development highland; Tongji University plans to build a national innovation platform for intelligent construction, which will become a global cluster of the future engineering science and technology industry.

At present, Baoshan’s “One Core and One Belt” university science park cluster has formed an “internal circulation” innovation chain with achievements incubated and pilot test accelerated to industrialization. Projects complete commercialization and incubation in the Park, accelerate pilot tests in “two cities”, and finally realize the whole process layout of industrialization in “five parks”. This science and technology highland, which bears the development expectation of Baoshan’s “Northward Transformation”, is constantly rising.

Sharing risks, settlers adopt a new paradigm of collaborative innovation.

Scientific and technological innovation includes the whole process from basic research to commercialization of achievements, from basic research to applied research, from key core technologies of industry to application of emerging technologies, and it is necessary to build a strong whole-chain acceleration mechanism. Among them, it is particularly important to build a risk- and benefit-sharing mechanism. Chen Jie, Secretary of the CPC Baoshan District Committee, said, “The ideal risk-sharing mechanism is that enterprises bear the market adaptability risks of innovation achievements, universities and scientific research institutions bear the immature risks of technology, the government bears the risks of basic investment and maintaining innovation order, and financial institutions are interspersed among various innovation subjects, covering the whole process of scientific and technological innovation such as knowledge innovation, technological innovation, and innovation diffusion.”

How can the government play a good role in the risk sharing mechanism? Baoshan District has tried to explore first. In 2021, the pilot innovation reform of “investment first and shares later” was unveiled, and the innovative application of risk sharing was started. According to the law of capital demand for scientific and technological achievements commercialization projects, in the early stage, the government, as an “angel investor”, invests a sum of money to support the project technology maturation and industrialization in the form of scientific and technological projects; In the medium term, the government coordinates “innovative partners” such as banks and insurance and investment institutions to relay support to enterprises; When enterprises gradually embark on the road of self-development, the government, as an “appropriate beneficiary”, withdraws in time and leaves the development of enterprises to the market.

For projects and enterprises, especially in the 0-1 and 1-10 stages, Baoshan’s innovation and reform of “investment first and shares later” has brought them “timely help”. For more than a year, from drafting the plan, starting the solicitation to selecting the project, Baoshan has established a standardized work system covering “pilot scheme, judgment and selection scheme, organization and implementation of selection work, organization of experts, formulation of evaluation system, and signing of agreement”, and explored the path of joint support project with National New Energy Vehicle Technology Innovation Center, becoming the first district in Shanghai to cooperate with it to carry out “combination of allocation and investment”. Once the pilot program was released, it attracted wide attention from all walks of life. Since the pilot project was initiated in September 2022, it has attracted nearly 50 projects in the district and inside and outside Shanghai.

The satellite laser communication system project independently developed by Professor Zhang Qianwu of Shanghai University has been selected as a target project of the “investment first and shares later” financial support. The person in charge of Shanghai Fnet, the company of the project, was deeply touched, “The R&D in the early stage of satellite laser communication needs very large investment. Compared with mature enterprises, start-ups do not have many channels for enough investment in R&D funds, and ‘investment first and shares later' solves this problem for us. More importantly, compared with traditional government subsidies, ‘investment first and shares later’ has introduced investors for the subsequent development of the company, which can effectively promote the rapid growth of the company. "

Baoshan has explored deeply the innovative cooperation mode of “large enterprises + universities + local areas”.

In November 2022, the Ministry of Science and Technology started the pilot work of upgrading the national university science parks to “future industrial science parks”, taking the construction of future industrial science parks as an important measure for the forward-looking layout of future industries. In fact, constructing the mechanism of “university + enterprise + government”, exploring the innovative mode of “discipline + industry”, and strengthening the deep integration of production, education, and research led by enterprises, the future industrial science and technology parks will also explore the path of risk sharing mechanism.

Aiming at the goals and requirements of “future industrial science park”, Baoshan will plan the tripartite innovative cooperation mode of “big enterprise + university + local areas”, give full play to the advantages of Shanghai University’s “double world-class” disciplines, integrate the global leading industrial resources of Baowu Group, do a good job in future industrial forward-looking research and industrialization, and build a future industrial cultivation link of “source innovation-technology commercialization-product development-set application-industrialization-industrial cluster”.

Baoshan takes firm steps towards sci-tech innovation. Over the past two years, Baoshan has steadily made full use of Shanghai University, and has formed a brand-new pattern of science and technology innovation: Wenzaobang River, the “River of Science and Technology Innovation”, strings up Nanda Smart City and Wusong Innovation City, extends to five characteristic industrial parks, drives the development of the Circum-SHU Science Park along the river, and covers the “one core and one belt” university science and technology park cluster; B-link science and technology innovation ecosystem, integrates six enabling systems, creating a “tropical rain forest-style” science and technology innovation ecosystem from scratch. In this cluster of future industries, the experimental field of policy innovation, and the livable port of innovative talents, the invisible “magnetic field” is condensing great energy for science and technology innovation construction in Baoshan with strong “magnetic attraction effect”.
