The main base of the sci-tech innovation center has been built to promote the northern transformation of Baoshan District. Recently, the joint online promotion activity of “Baoshan District Northern Transformation, Scientific and Innovative Baodi Tour” was held by the Baoshan District People’s Governemnt and Shanghai Baowu Baodi Co., Ltd together in Friendship Hall of Baoshan Hotel, which “blew the horn” and sowed the “golden seed” for the cooperation between the state-owned enterprises and the local government to build the main base of the scientific innovation center.

At the promotion meeting, the district science, technology and innovation commission introduced the industrial policies in Baoshan District in detail, and Baodi Real Estate Co., Ltd presented the modern service industrial park in particular. The participants signed contracts with cooperation platforms and on enterprise projects to further deepen the cooperation in industrial development. The representatives of the participating enterprises enthusiastically exchanged their ideas and expressed great hopes in the business opportunities brought by “Baoshan District Northern Transformation, Scientific and Innovative Baodi Tour”.

The cooperation between the state-owned enterprises and the local government is a trump card for Baoshan District to build the main base of the sci-tech innovation center in Shanghai and realize the “Northern Transformation”. The joint cloud promotion meeting is not only the result of further close win-win cooperation between government and enterprises, but also a major strategic initiative for both sides which are standing at a new historical point, closely focusing on the city’s development strategy to promote the economic construction of Baoshan District to a new level. Not long ago, the municipal government released the Implementation Opinions on Accelerating the Northern Transformation and Development, which clearly stated that the main base of the sci-tech innovation center in Shanghai should be built in Baoshan District and that the main city of a modernized, innovative and ecological international metropolis as well as the green and low-carbon transformation model area should be built. Baoshan, standing in the teeth of the storm, is speeding up to build a more dynamic main base for Shanghai sci-tech innovation center, a more attractive new portal of the open hub, a more powerful high-end industrial base, a more potential green low-carbon transformation model area and a more charming international metropolis main urban area. In this district, Wusong Innovation City, a rare land in Shanghai, which is just like a piece of clean and flat “fabric”, will be the core area for Baoshan District People’s Government to build the main base for the sci-tech innovation center, the main battlefield for practicing the new development concept, and also the new engine for enhancing the urban capability and core competitiveness.

With a total land area of 26 square kilometers, Wusong Innovation City, located at the northern gateway of Shanghai, is the largest, best-conditioned and most complete area for tract development in Shanghai. It will adhere to the intensive, efficient, flexible and composite land use concept, form a “one core and two centers, two belts and five districts” overall functional layout with a total of 25 million square meters of planning construction area, and realize the overall transformation from “industrial park” to “comprehensive urban area”. Wusong Innovation City takes new materials, new hardware and new economy as the leading industries, and takes scientific and cultural innovation as the driving industrial system, based on the development direction of high-end, intelligent, clustering, green and integrated industries, becoming a demonstration area for the transformation and development of old industrial bases in China. This is an ecological livable city full of happiness. Located at the intersection of the Yangtze River, Huangpu River and Wenzao River, it has abundant waterfront shorelines; externally, it has two major traffic hubs, Wusongkou International Cruise Terminal and Shanghai Baoshan Railway Station, and internally, it has an interwoven network of rail lines and many expressways which shows obvious traffic advantages. A number of projects including cultural landmarks and major infrastructure, such as the Shanghai Academy of Fine Arts, South Jiang Yang Road TOD, Iron Mountain Road Bridge, Rail Line 18 and 19, and the 560-hectare Central Steel Park, have been fully launched, laying the foundation for building a 24-hour vibrant city with the integration of production, life and ecology.

Baoshan, with a rich talent pool of college graduates, ample space for industrial development and strong advantages of industrial funds and investment, is developing five key industries, including green low-carbon, advanced materials, biomedicine, new generation information technology, robotics and intelligent manufacturing. In 2021, the advanced materials industry in Baoshan District reached a scale of nearly 100 billion yuan, the output value of robotics and intelligent manufacturing exceeded 50 billion yuan, and the total output value of the biomedicine industry reached 5.108 billion yuan. In the next three years of development, biopharmaceuticals will grow significantly and develop into a new 100-billion-yuan key industry. By 2030, its output value will be on par with that of advanced materials, forming four 100-billion-yuan-level industry clusters.

Baoshan has also been equipped with the systematic and comprehensive policies to support industrial development. Last year, Baoshan District People’s Government launched 30 new policies in ten aspects in Accelerating the Establishment of the Main Base of Shanghai Scientific Innovation Center to Promote High-Quality Industrial Development in Baoshan District, which stated that it will spend no less than one billion yuan each year to provide full life-cycle policy support for enterprises, covering rent subsidies, financing support, R&D support to give full play to the core advantages of the location, industry and talents.

To make sure sufficient land for good projects, sufficient space for good industries, sufficient incentive for strong investments, sufficient capital for enterprises, sufficient services for talents, sufficient core advantages for good land, sufficient transformation for high technology, sufficient characteristics for parks, sufficient support for digitalization, sufficient power for attraction and settling, Baoshan has provided strong support for the construction of the main base of sci-tech technology innovation center and the implementation of “northern transformation”.
