With the improvement of pandemic prevention and control situation in Shanghai, Baoshan Hi-tech Industrial Park, where manufacturing and emerging industries gather, has pressed the “acceleration key” to resume work and production. Shanghai Shenhe Thermo-Magnetics Electronics Co., Ltd., located in the Park, is one of the representative enterprises.

In the initial stage of the pandemic in Shanghai, Shanghai Shenhe strictly implemented closed-loop management with the strong support of Baoshan District and relevant departments, focused on the key elements of “people, machines, materials, laws, and environment”, formulated epidemic prevention plans and plans for resuming work and production based on science, and accelerated the “progress bar” to return to normal operations. Since April 1, Shanghai Shenhe’s companies have completed 106% of the output plan.

The regional headquarters of Shanghai Shenhe Investment, which is under construction, is located at No.188 Shanlian Road, Shanghai Hi-tech Industrial Park. During the lockdown, the building at the site progressed steadily. With the support of the district committee and government and relevant departments, the transportation of concrete, yellow sand, and cement involved in the construction site was guaranteed, and the supply of living materials for 600 workers at the site was solved. Medical personnel were arranged to go to the site for regular nucleic acid testing and guide the epidemic prevention and control work, and the allocation of construction elements was constantly improved to provide a guarantee for the construction of major projects in the next stage.

To ensure orderly closed-loop management of enterprises during the lockdown, Baoshan District and High-tech Park strongly supported Shanghai Shenhe and issued 50 passes to transport various materials, ensuring that materials were fully and timely in place and production continued to grow steadily. Nearly 10 tons of living security materials, including meat, vegetables, eggs, and other necessities, were provided to Shanghai Shenhe. In addition, clear epidemic prevention command and thousands of antigen materials were offered to the enterprise, playing a key role in epidemic prevention and control.

During the pandemic control period, the enterprise recalled more than 900 employees to work in the factory, accounting for 76% of the total number of employees. At the same time, the enterprise arranged for non-production personnel to work at home. In order to ensure the regular operation of the enterprise, all non-production personnel, such as R&D, sales, and support systems, worked from home and communicated on work progress via video conferences. 

In the next stage, the company will continue its anti-epidemic work and normalize production as routine COVID-19 control measures continue. The company will continue to deepen the semiconductor materials industry, continuously improve its competitiveness in the semiconductor industry, promote the development of Baoshan District, and aid with the transformation and construction of sci-tech innovation in the district.

As of 17:00 on May 22, 286 industrial enterprises had resumed work and production in Baoshan District.

Among them, there are 172 industrial enterprises, accounting for 60% of the total number of enterprises that have resumed work and production, accounting for 31% of the total number of 560 industrial enterprises in the whole district, and the output value accounts for nearly 90%. There are 122 industrial enterprises with a registered capital of over 100 million yuan that have resumed work and production, accounting for 43% of the total enterprises that have resumed work and 60% of the total 198 industrial enterprises with a registered capital of over 100 million yuan in the whole district. The resumption rate of the first three batches of municipal whitelisted enterprises is 74%.
