On the morning of October 13th, China Bio Innovation Conference 2021 & the 7th International Symposium on Biopharmaceutical Innovation and Development was held in Lake Meilan International Convention Center. Focusing on biomedical diversification, the conference pooled superior resources from all concerned and brought together domestic academicians, scientists, industry experts, innovative research project teams, and senior managers of the world's top 500 biomedicine enterprises and the institutional investors of venture capital in biotechnology and medicine for higher education institutions, as well as experts in the field of venture capital to discuss approaches to innovation in China's biomedicine, the application of biomedical research achievements, and the leapfrog development of biomedicine. Chen Mingbo, Deputy Secretary-General of the Shanghai Municipal People's Government and Executive Deputy Director of the Shanghai Science and Technology Innovation Promotion Office, Chen Jie, Secretary of the CPC Baoshan District Committee, Chen Yaoshui, full-time Deputy Director of the Shanghai Science and Technology Innovation Promotion Office, Liu Ping, Deputy Director of the Shanghai Economy and Information Technology Commission, and Zhai Lei, Deputy Head of Baoshan District attended the conference.

Chen Mingbo, Deputy Secretary-General of the Shanghai Municipal People's Government and Executive Deputy Director of the Shanghai Science and Technology Innovation Promotion Office, said that Shanghai, proactively following through on the decisions made by the CPC Central Committee and the State Council, has given priority to the development of the biomedical industry and pooled innovative resources at a faster pace. As a result, research on technology in biomedicine and the industrial ecosystem have been continuously improved. As one of the characteristic industrial parks, North Shanghai Biomedical Industrial Park will focus on the following three areas: thoroughly implementing the "R&D in Zhangjiang, Made in Shanghai" initiative, taking "multiple measures to encourage R&D", and building the reputation of “Meilan Lake as a Global Medicine Valley", so as to help increase Shanghai's international voice and influence in the biomedical industry. 

Chen Jie, Secretary of the CPC Baoshan District Committee, said that three rivers meet in Baoshan, making it easily accessible to rivers and seas. Striving to develop into a science and technology innovation center, Baoshan district, piggybacking on the emerging biomedical industry, is optimizing its industrial structure, changing its development drive, improving the efficiency of its utilization of unallocated funds, reshaping its development structure, and accelerating the construction of North Shanghai Biomedical Industrial Park. Baoshan is competitive in developing the biomedical industry as it boasts sufficient resources and great driving force in this regard. Innovation resources for biomedicine abound across Baoshan, continuously serving to produce fruits of innovation. Taking this conference as an opportunity to promote the industrial advancement, the intensity of scientific and technological innovation, and the efficiency of production in the industrial park, Baoshan will make forward-looking plans, deepen the integration of resources, and enhance the leading role of high-end industries.

Liu Ping, Deputy Director of the Shanghai Economy and Information Technology Commission, shares his ideas on the topic of "Adhering to Innovation-driven Development and Accelerating the Building of World-class Biomedical Industry Cluster", proposing measures for the development of the biomedical industry under the "R&D in Zhangjiang, Made in Shanghai" initiative. 

Zhai Lei, Deputy Head of Baoshan District, introduces the practice of "advancing the development of the North Shanghai Biomedical Industrial Park while at the same time improving the industrial ecosystem". 

In March 2020, the North Shanghai Biomedical Industrial Park was awarded the accolade of "Shanghai Characteristic Industrial Park", becoming one of the five municipal characteristic biomedicine industry parks. Since then, Baoshan's biomedical industry has entered a fast track of development. The North Shanghai Biomedical Industrial Park has been thoroughly implementing the new development concept and acting as a good "liaison", "coordinator", and "fighter". Having created a favorable environment for industrial development, the Park is actively building a symbiotic industrial ecosystem for shared prosperity, shoring up support for the regional economic growth in terms of policy support, space optimization, scientific and technological innovation, public services, supporting resources, and segmentation of the industry, making scientific and technological innovation, forming an industrial cluster, and linking the industry with finance, so as to create a "version 3.0" business environment for the development of the biomedical industry. 

The North Shanghai Biomedical Industry Alliance is established.

Baoshan has put in place a science and technology innovation fund of 5 billion CNY and taken the lead in introducing support policies to bolster the development of the biomedical industry, forming 38 support measures in 7 aspects, and providing enterprises with all-round support in the entire industry chain, life cycle, and other relevant areas. As Baoshan is further developing into a science and technology innovation center, the "driving force" behind the development of its biomedical industry is blending at a faster pace into the texture of Baoshan's transformational development, fully unleashing innovation vitality. Focusing on the building of municipal-level characteristic industrial parks, Baoshan has brought together a number of well-known enterprises in the industry that are represented by CanSino Biologics, Health & Biotech, Bao Pharma, and Zhaohui Pharmaceutical; built a number of biomedical industrial parks represented by Guosheng Baoshan Medicine Valley and Tianruijin MAX Industrial Park; and introduced a few high-quality engineering technology research centers and corporate technology centers, so that innovation resources for biomedicine abound across Baoshan and the fruits of innovation are continuously produced.
