On the morning of September 28th, the 2021 Baoshan CPPCC Forum was held with the theme of "fostering new economic drivers and boosting the construction of the main position of Shanghai science and technology innovation center", which contributed strength and wisdom to help build the main position of Shanghai science and technology innovation center and write a new chapter of Baoshan's "innovative transformation of science and technology". Chen Jie, Party secretary of District Committee, Ling Huikang, secretary of the Leading Party Group of District CPPCC, and Zhang Xiaojing, Shen Tianzhu, Jiang Biyan, Luo Wenjie and Li Lan, vice chairmen of District CPPCC, attended the meeting.

At the meeting, Ma Liwei, member of the Economic Committee of District CPPCC, Su Wen, member of the Enterprise Development Committee of District CPPCC, Jiang Lei, member of the District Sodality of Young and Middle-aged Intellectuals, Wu Yingyan, director of the Special Committee for Political Participation and Deliberation of Baoshan District Party Committee of Jiu San Society, Yang Xinghua, member of the Standing Committee of the District Federation of Industry and Commerce, Wang Junting, deputy chairman of the Baoshan District Party Committee Baosteel Branch of Peasants and Workers Democratic Party, Hua Yi, deputy chairman of Zhi Gong Party District General Branch, Xu Bin, chairman of Shanghai University Committee of Jiu San Society, and other district CPPCC members, representatives of democratic Parties and public organizations made suggestions on development factors, business environment and industrial upgrading. In view of this, they also put forward relevant measures and solutions. In terms of development factors, the committee members proposed to establish a Baoshan Innovation Alliance, a scientific and technological achievements transformation system with "one core, three centers and one fund", and a "Baoshan Innovation Index System", which has good application value. In terms of business environment, the committee members proposed to endow the multiple rail transit nodes in Wusong innovation city with innovative functions and build a knowledge economy innovation block in Wenzaobang. In terms of industrial upgrading, the committee members deeply analyzed the problems in Baoshan, such as the lack of industrialization and the single form of energy conservation and environmental protection industry. To this end, several relevant measures and solutions were put forward.

在自由发言环节，多位政协委员还围绕如何加快建设科创中心主阵地、蕰藻浜沿岸知识经济创新街区、深化“一网通办”改革、提升优化园区建设等方面做了交流发言。

Ling Huikang pointed out that, first of all, members should strengthen their confidence and overcome difficulties, broaden their horizons and improve their ability to perform their duties, so as to contribute to writing a new chapter of Baoshan's "innovative transformation of science and technology". Secondly, it is necessary to set the right direction, give full play to members' own strengths and advantages, and offer advice and suggestions with new perspectives, new thinking and new methods, so as to provide useful reference for scientific and democratic decision-making. Finally, the committee members should unite people's hearts and seek consistency in respecting diversity. In this case, different ideas and opinions can be expressed on the platform of the CPPCC, thus striving to create a sound atmosphere of working together and common development.

Baoshan "CPPCC Forum" has been held since 2009. Focusing on the central work of the district committee and government, the forum has made extensive research, in-depth thinking and bold arguments, and put forward insightful, weighty and valuable suggestions, which has become a major featured brand of the district CPPCC. Over the past 13 years, a total of 104 members have made keynote speeches at the CPPCC Forum, and 263 research reports have been selected and compiled into a book.
