Hedong District of Tianjin Municipality and Baoshan District have a lot in common. Both two districts are in the coastal areas of East China, have similar industries, play an important role in the regional integrated development, and face crucial tasks and good opportunities of transformation and upgrading. They are connected by people-to-people exchanges and waterways. On June 4, the Secretary of Baoshan District Party Committee Chen Jie led a delegation consisting of representatives from the district's Party Committee and government to visit Hedong District of Tianjin Municipality. The visit aimed to further deepen the friendly relationship, promote cooperation, and establish strategic cooperation relationship between the two districts, forming a new impetus for development featured "one plus one more than two". Fan Shaojun, Secretary of Hedong District Party Committee, and Zhou Bo, Deputy Secretary of Hedong District Party Committee and Hedong District Mayor, received the delegation. Su Ping, member of Standing Baoshan District Party Committee and Deputy Baoshan District Mayor, and Zhai Lei, Deputy Baoshan District Mayor were in the delegation.

Chen Jie said that both districts were in the most crucial development stage with best opportunities. The two districts should grasp the strategic opportunities to deepen integrated development, continuously enhance strategic mutual trust, and break the administrative boundaries to promote cooperation in major fields of economy, ecology, social affairs, culture, and Party building, and push forward mutual extension of industry chains, joint infrastructure construction, shared public services, and joint improvement of ecological environment. The two sides should uphold the concept of win-win cooperation to accelerate high-quality coordinated development, and fully leverage respective advantages and features to build strategic cooperation relationship, and promote high-quality development in the two districts, forming the layout of "cooperative interaction, complementary advantage, and mutual benefit and development" and advancing better and quicker economic and social development. Additionally, the two districts should improve the cooperation mechanism to enhance the cooperation scope and degree, and establish complete mechanisms of high-level exchanges, information communication, and cooperation among governmental departments. These mechanisms will encourage exchanges and cooperation among non-governmental organizations, industry associations, social groups, and enterprises, and enhance communications and connections between the two districts.

Fan Shaojun pointed out that currently Baoshan District had made obvious achievements in all aspects. The North Shanghai Transformation project was initiated and had achieved significant outcomes in social economy, grassroot governance, and people’s livelihood assurance. He hoped to take the opportunity to learn about Baoshan’s experiences and best practices in transformation development and strengthen cooperation and communications to help Hedong District find the breakthrough point of transformation. The next step is to promote diversified industry development, strengthen target-oriented and strategic guidance, and focus on major fields and projects to realize the integration of multiple resource elements. He believed that the two districts are in the stage of transformation development and Hedong District should learn from excellent practices of Baoshan, explore long-term cooperation mechanism, increase exchanges among cadres and talents in multiple fields, and enhance communications in science and technology innovation, social governance, and people’s livelihood improvement to realize technical communication and connection, broadening visions, improving development concept, and providing impetus for entrepreneurship in the transformation development of Hedong District.

During the visit, a strategic cooperation framework agreement between the two districts were signed. Taking the opportunity of this strategic cooperation, Hedong and Baoshan will exert advantages based on the regional characteristics of Beijing-Tianjin-Hu Bei Province area and Yangtze River Delta area respectively to build modern economic system and realize advantage sharing, industry connection, opportunity creation, and coordinated development.

The delegation also visited Tianjin Miansan Creative Blocks, Memorial to Zhou Enlai and Deng Yingchao, and Yigong Garden and Historical and Cultural Blocks. They experienced the cultural creation atmosphere and witnessed profound historical heritage. They learned about the measures taken in promoting the transformation from traditional manufacturing industry to cultural creative industry in Hedong District, which will further enhance communications and connection and serve as a best practice for collaborative development between the two districts.
