By 2021, Baoshan had 19 cultural centers (stations), including 1 at the district level and 18 at town/subdistrict levels; it had 25 libraries (book stations), including 1 at the district level and 24 at the town/subdistrict levels, which boasted a total of 3.119 million paper books and e-books. At the district level, cultural infrastructure includes the Baoshan District Cultural and Broadcast Center, Shanghai Songhu Campaign Memorial Hall, Baoshan International Folk Arts Exposition, Baoshan District Cultural Center, Baoshan District Library, and Shanghai Liberation Memorial Hall, which have a total size of about 70,000 square meters. Across Baoshan, there had been 131 private cultural and entertainment places (administrative approval for cardrooms removed), 95 Internet cafés, and 29 cinemas; 151 printing houses, 80 publication retailers, 19 performance groups, 3 theaters, and 4 artwork dealers. By 2021, Baoshan had 90 immovable cultural relics at all levels, including 9 historical and cultural units protected at the municipal level, 8 historical and cultural units protected at the district level, 73 historical and cultural sites protected at the district level, and 2 excellent historical buildings of Shanghai municipality.

Baoshan stepped up efforts to improve the quality of public cultural services. In 2021, it held 20,300 online and offline cultural and tourism activities, attracting 18.81 million participants. Among the activities, 2,776 were delivered as ordered through the public cultural resources delivery system covering four administrative levels. Luodian Town (Luodian dragon boat), Gucun Town (folk poetry), Yanghang Town (styrofoam print), and Luojing Town (Luojing cross-stitch) were named 2021-2023 Hometown of Shanghai Folk Culture and Art and Luodian Town continued to hold the title of 2021-2023 Hometown of Chinese Folk Culture and Art.
