In 2023, guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, Baoshan District fully implemented the spirit of the 20th National Congress of the Communist Party of China and the important speech of General Secretary Xi Jinping during his visit to Shanghai. The district sought progress while ensuring stability while thoroughly, accurately, and comprehensively implementing the new development philosophy, to foster a new development model with a focus on promoting high-quality development. Specifically, Baoshan is working on building Shanghai’s innovation hub, Shanghai’s urban core, and Shanghai’s model district for the transition to green and low-carbon development, making solid strides under the Northern Transformation initiative.
