Article 1 Objectives and basis

The regulation is made accordingly to support a batch of enterprises in the advanced manufacturing industry with high added value, good growth prospect, key positions, big influence and unique advantages by setting up a special fund for the development of advanced manufacturing industry in Baoshan District (hereby referred to as Special Fund) based on national industry development strategy, Mid-to-Long Term Plan on the Development of Science and Technology in Shanghai published by Shanghai Municipal Government in 2006, Action Plan Prioritizing the Development of Advanced Manufacturing Industry in Shanghai published by Shanghai Municipal Government in 2005, Implementation Opinions on Accelerating Cultivation and Developing Strategic New Industries in Shanghai by published Shanghai Municipal Government in 2012, CPC Shanghai Committee and Shanghai Municipal Government’s Implementation Opinions on Carrying out the Deepening Scientific System Reform and Accelerating the Construction of National Innovation System by Central Government published by CPC Shanghai Committee in 2012, and Baoshan District’s Several Opinions on the Management of Special Fund Supporting Industry Development by Strengthening “adjusting structure, promoting industry transformation.”

 

Article 2 Source of fund

Every year district financial budget to allocate 42 million yuan special fund on the development of advanced manufacturing industry in Baoshan District. And based on the implementation of the plan, the budget for the next year will be appropriately adjusted.

 

Article 3 Fund application range

The Special Fund is mainly used to support the technological transformation of enterprises, construction of technical centers, industrialization of patented new technologies and new products, brand establishment, standardization strategy, construction of smart power grids and Internet of Things, general integration and contracting, strategic new industries, the construction of Shanghai Robot Industry Park, to promote the upgrading and updating equipment industry, to cultivate strategic industries, to cultivate projects in emerging industries with breakthroughs in key fields in order to upgrade the industrial competitive advantage of Baoshan District.

 

The enterprises and projects which can apply for the Special Fund should have both their industry and commerce registration, and taxation in Baoshan District.

 

The financial support or incentives should be shouldered according to their respective levels. All the enterprises registered in sub-districts or industrial parks with financial support on a single project exceeding 200,000 yuan, it should be shouldered by district finance and finance of sub-district or industrial parks. For details please refer to Baoshan District’s Several Opinions on the Management of Special Fund Supporting Industry Development by Strengthening “adjusting structure, promoting industry transformation,” and the support fund should be handed out after the completion of the project and acceptance check.

 

Article 4 Support method and conditions

（1） The key is to support the technological transformation of enterprises

1. Manufacturing enterprises in Baoshan District which are in the support list according to national and Shanghai list on strategic new industrialization and key technological transformation of enterprises, which adopt advanced new technologies, new equipment, new process and new material at home and abroad in order to raise economic performance, improve product quality, increase product varieties, expand exporting, reduce cost, save energy, strengthen comprehensive utilization of resources and improve labor safety and conditions with more than 5 million yuan investment on equipment (or more than 2 million yuan for information projects). The projects have to be put into operation and the project under construction should be completed with no more than 50 percent of total workload.
2. The technological transformation projects mainly adopt the pattern of support of project with the cap of 8 percent of fixed asset investment of the project with no more than 5 million yuan on a single project. As to technological transformation projects which requires district financial support according to national or municipal regulations, it will be carried out according to the  national or municipal regulations.

 

(2) The key is to support the construction of enterprise technology centers

As to enterprise technology centers approved as national level, a one-off reward of 1.5 million yuan will be granted; as to those approved as municipal level, a one-off reward of 600,000 yuan will be handed out; as to those approved as district level, a one-off 300,000 yuan will be rewarded.

 

(3) The key is to support the adoption and innovation of introduced technology, new products with patents and development of major technical equipment.

A one-off 300,000 yuan subsidy on technology development fee will be handed out for projects according to national and Shanghai municipal industry guide list with technology reaching international or national advanced level, as well as those patented technology with good market prospect, and those receiving municipal  confirmation of adoption and innovation projects on introduced technology, patented new product and major technology and equipment development (including a breakthrough of first equipment of the kind). A one-off 150,000 yuan of technology development subsidy will be given on projects receiving district’s confirmation of adoption and innovation projects on introduced technology and patented new product.

 

(4) The key is to support the enterprises carrying out brand strategy (including service industry)

For units approved as China’s famous brand for the first time, they will be rewarded with a one-off award of 1 million yuan; and for units approved as famous brand of municipal level or above, or those receiving Shanghai quality gold medals, they will be handed a one-off award of 500,000 yuan; for units confirmed as national units with good credit, they will be rewarded with a one-off 300,000 yuan;  for units with products approved as Shanghai famous brand or Shanghai famous patent, they will be rewarded a one-off 300,000 yuan award; for units confirmed as Shanghai excellent brand-building industrial parks for the first time, they will be rewarded as a one-off award of 200,000 yuan; for units confirmed as Shanghai branded industrial parks for the first time, they will be rewarded as a one-off award of 300,000 yuan; for units confirmed as outstanding small-to-medium enterprises for three consecutive years, they will be rewarded as a one-off award of 100,000 yuan; for units with “aaa” credit for three consecutive years, they will be rewarded as a one-off award of 100,000 yuan; for enterprises with Shanghai intellectual property advantages, they will be rewarded as a one-off award of 500,000 yuan; and for units receiving famous brand or trademark for a second time in a row, they will be rewarded as a one-off award of 20,000 yuan.

 

(5) The key is to support enterprises carrying out the strategy of technology standardization

For National Professional Standardization Techniques Commission or the sub-technology standardization techniques commissions settled down in Baoshan District with active role in the work, a reward of 500,000 yuan will be awarded one-off; for Shanghai Professional Standardization Techniques Commission or the sub-technology standardization techniques commissions settled down in Baoshan District with active role in the work, a reward of 300,000 yuan will be awarded one-off. For enterprises making international standards and received confirmation by National Standardization Committee, a reward of 300,000 yuan will be awarded one-off; For enterprises making national or industrial standards and received confirmation by National Standardization Committee or its local committees, a reward of 200,000 yuan will be awarded one-off. For enterprises listed as national demonstration (test) projects in standardization, a reward of 200,000 yuan will be awarded one-off; for enterprises listed as demonstration (test) projects in standardization in Shanghai, a reward of 150,000 yuan will be awarded one-off.

 

(6) The key is to support the construction of smart power grids and Internet of Things

A one-off reward of 300,000 yuan will be awarded for projects with development of power-use information collection technology, sensing and measuring technique, information, telecom technology, smart power grid distribution automation on smart power grids or the projects with breakthrough in high-end sensors of Internet of Things, short-distance wireless telecom, integration of software and system, the management and digging of mass data based on cloud computing developed by companies with annual sales of no less than 20 million yuan, with certification on the advanced technology in nation by a third party and with proprietary IPR rights. A subsidy of up to 500,000 yuan will be awarded for enterprises setting up smart user side, energy and environment management and detecting system, smart transportation supervision and management platform, logistic management platform and application demonstration functions, the subsidy should be 8 percent of the project’s fixed investment on equipment. A one-off reward of 500,000 yuan will be awarded for enterprises as main contractor of intelligent substation of international or national level with construction work with value of over 100 million yuan.

 

(7) The key is to support the development of total integration and overall contracting industries
Encourage the development of producer services with general integration and contracting as their main method, push forward the development of project contracting to high end markets including patent technology export, information system integration, turnkey project (epc design-purchase-equipment part of construction chain) and total solution, and enhance the integration and innovation ability of enterprises. The key is to support the general integration and contracting of outsourcing service, including the support of developing large set of equipment, information system design and integration, research and design, inspection and detection, energy saving and environmental protection, supply chain management, reproduction. For all the projects listed in a special fund on general integration and contracting in Shanghai, subsidies will be handed out by municipal and district finance departments with the ratio of 1:1. For projects listed in district program with investment of between 10 million yuan and 1 million yuan, a subsidy of 10 percent of investment with a cap of 300,000 yuan will be handed out. For projects listed in district program with investment of between 100 million yuan and 10 million yuan, a subsidy of 3 percent of investment with a cap of 600,000 yuan will be handed out. For projects listed in district program with investment of between 100 million yuan, a subsidy of 10 percent of investment with a minimum of 600,000 yuan will be handed out, 100,000 yuan will be added for every additional 100 million yuan investment, and the subsidy cap is set at 1 million yuan.

 

(8) The key is to support the development of strategically new industries

To achieve the goal of “innovation driven and transformation development” in a quicker pace, actively cultivating and pushing forward the development of strategic new industries with key area focusing on new-generation information technologies of software, integrated circuit, cloud computing, satellite navigation, intelligent manufacturing including new energy high-end equipment and robot, biological pharmacy and medical instrument of new generation vaccines, biochips, diagnostic reagent with proprietary intellectual property rights, and new special industries of material with unique structure and function, 3D printing. For projects listed as national and Shanghai strategic new industries, subsidies of 8 percent of R&D investment with a cap of 3 million yuan will be granted. For projects listed as district strategic new industries, subsidies of 30 percent of R&D investment with a cap of 3 million yuan will be granted, or subsidies of 8 percent of investment in equipment with a cap of 3 million yuan will be granted.

Support the activities of joining forums, promotions or exhibitions held or organized in the area of regional strategic new industries, after confirmation, subsidy of 50 percent of actual cost will be given with a cap of 500,000 yuan.

Support the development of robot industry. Encourage domestic and foreign research institutes, institutions of higher learning and famous enterprises to set up R&D centers, key laboratories in robot industry in Baoshan. After confirmation, financial support of 30 percent of R&D instruments and equipment will be granted with a cap of 1 million yuan. For enterprises renting workshops or factory mills to develop robots in Baoshan, subsidies equivalent to 30 percent of total rent in 2 years will be handed over with accumulated amount cap of 1 million yuan. The detailed regulation on the management of the subsidies on the Shanghai Robot Industry Park should refer to Enforcement Regulation on the Supporting Policies for the Development of Shanghai Robot Industry Park.

 

Article 5 Institutional framework

District economic commission will be in charge of the project management of the special fund, covering the publishing of information, acceptance, declaration, implementation, supervision and evaluation.

 

Article 6 Declaration, examination and approval 

The declaration, examination and approval of the special fund will be carried out according to Baoshan District’s Several Opinions on the Management of Special Fund Supporting Industry Development by Strengthening “adjusting structure, promoting industry transformation.”

Article 7 Management and supervision
The management and supervision of the special fund will be carried out according to Baoshan District’s Several Opinions on the Management of Special Fund Supporting Industry Development by Strengthening “adjusting structure, promoting industry transformation.”

 

Article 8 Supplementary articles 

(1) The regulation will be put into effect as of the publishing date and will be put into force for 3 years.
(2) The explanation of the regulation will be made by Shanghai Baoshan Economic Commission and Shanghai Baoshan Development and Reform Commission.
