Article 1 Objective and basis of formulation
The regulation is formulated in accordance with the “Opinions of Baoshan District on the Special Financial Funds for Adjusting Structure, Promoting Transformation and Supporting Industrial Development,” “Opinions of Baoshan District on promotion of Industrial Development of Agriculture,” and “Opinions of Baoshan District on Land Circulation and Scale Operation of Agriculture” in order to enhance fund operation efficiency, improve the industrial operation of agriculture, promote collective operation of agriculture and the development of modern ecological agriculture, increase farmers’ income and improve agricultural production efficiency.  

 

Article 2 Source of the Special Fund
Thirty-eight million yuan (US$5.54 million) of the district’s fiscal budget will be operated as Special Fund for Industrial Development and Scale Operation of Agriculture (simplified as Special Fund) with 6 million yuan for industrial development and 32 million yuan for scale operation. Projects supporting industrial development of agriculture will be funded by district and town fiscal budget at a ratio of 7 to 3; Project supporting scale operation of agriculture will be funded by district and town fiscal budget at a ratio of 6 to 4. The budget amount of next year can be moderately adjusted in accordance with the implementation of the regulation.

 

Article 3 Scope of application
Industrial and commercial registration and collection-payment relation of taxation of the agriculture enterprises, collective farms and cooperatives supported by Special Fund shall locate in Baoshan District. The fund for industrial development of agriculture is mainly used to subsidize the construction land, loan interest, agricultural products purchase, agricultural products certification, high-quality agricultural products making and establishment of agricultural products show shops and counters. The fund for scale operation of agriculture is mainly used to subsidize land circulation cost, farmer incomes and farms opening fund.

 

Article 4 Supporting methods and conditions
1. Fund for industrial development of agriculture
1). Subsidy for construction land: Key agricultural industrialization enterprises which get construction land through formal procedures in accordance with relevant policy to build including processing plants, manufacturing workshops, warehouses and agricultural tourism facilities will be subsidized. After the application is approved, the construction land will be jointly subsidized by district and town fiscal budget at a certain ratio. Agricultural industrialization enterprises which obtain construction land through land circulation without changing the land usage will be offered a subsidy of 50 percent of the land circulation cost; Agricultural industrialization enterprises renting a construction land will be subsidized 20 percent of rental for five consecutive years; Agricultural industrialization enterprises expropriating land will be offered a subsidy of 10 percent of the land expropriation cost. The payment will be completed in two years.

2). Subsidy for facilities and equipment: refers to facilities including manufacturing workshops and warehouses and imported processing, packaging, warehousing and preservation equipment of agriculture enterprises, collective farms and cooperatives which have integrated operation of production, procession and marketing and don’t meet the conditions of national and municipal industrial supporting programs. After the application is approved, these units will be jointly subsidized by district and town finance with no more than 60 percent of the total project investment. The maximum subsidy offered to a single project of agriculture enterprises, collective farms and cooperatives will be no more than one million, 500,000 and 500,000 yuan respectively. The subsidy will be offered after the facility construction is finished.  
3). Subsidy for loan interest: Fixed asset investment loans or working capital loans needed during industrial development of agriculture enterprises, collective farms and cooperatives will be offered a subsidized interest of 60 percent of the current benchmark interest rate released by People's Bank of China. The term of subsidized interest of fixed assets loans will be no more than three years. The term of subsidized interest of working capital loans will be one year. Loan term shorter than one year will be subsidized according to actual loan term. The maximum amount of subsidized interest for agriculture enterprises, collective farms and cooperatives will be 200,000, 100,000 and 100,000 yuan respectively. Loans of current year will be subsidized in next year after the application for Special Fund is approved.

4). Subsidy for agricultural products purchase: Agriculture enterprises, collective farms and cooperatives have built stable and long-time with other collective farms and cooperatives in the district, purchase agricultural products by order and have a yearly agricultural products purchase of 200,000-500,000 and over 500,000 yuan, will be offered a subsidy of two and three percent of the purchase amount respectively by district finance with a maximum limit of 500,000 yuan. The distributors which purchase agriculture products of the district and don’t have a subsidy for agriculture products yet will be offered 40 yuan per ton of the products to subsidize the shipping cost. The purchase amount and shipping cost will be subsidized in next year after the application for Special Fund is approved.

5). Subsidy for food certification: Products of agriculture enterprises, collective farms and cooperatives which have obtained food certifications including pollution-free, green and organic food will be jointly subsidized 5,000 yuan (maximum limit 50,000 yuan), 20,000 (maximum limit 100,000 yuan) and 30,000 (maximum limit 150,000 yuan) respectively by district and town finance at a certain ratio. The district’s key leading enterprises of industrial development of agriculture will be offered one-time reward of 200,000 yuan. Enterprises listed as municipal key leading enterprises of agricultural industrial development will be offered one-time reward of 600,000 yuan by district and town finance after the application is approved.

6). Subsidy for high-quality agricultural products: Agriculture enterprises, collective farms and cooperatives introduce or cultivate new agriculture products which account for 10 percent of planting area of the same kind products in the district, obtain high-quality agriculture products certification, improve the benefit by 15 percent will be offered one-time subsidy of 100,000-500,000 yuan by district and town finance at a certain ratio after the application is approved. Agricultural products which obtain district high-quality agricultural products certification and have planting area of 10-20, 20-30, over 30 percent of the same kind in the district will be subsidized 100,000, 200,000 and 300,000 yuan respectively. Agricultural products which obtain municipal high-quality agricultural products certification and have planting area of 10-20, 20-30, over 30 percent of the same kind products in the district will be subsidized 300,000, 400,000 and 500,000 yuan respectively.

7).Subsidy for show shops and counters: Agriculture enterprises, collective farms and cooperatives products which open show shops for unified sale of agriculture products in the district will be subsidized by district finance with 90, 80 and 70 percent of the rental in the first, second and third year respectively. (The subsidy for the first, second and third years will have a maximum limit of 300,000, 266,700 and 233,300 yuan).

Agriculture enterprises, collective farms and cooperatives products which open counters will be subsidized by district finance with 70, 60 and 50 percent of the rental in the first, second and third year respectively. (The subsidy for the first, second and third years will have a maximum limit of 70,000, 60,000 and 50,000 yuan).

Agriculture enterprises, collective farms and cooperatives products which open counters atmalls, supermarkets and food markets mainly selling their own agricultural products will be subsidized 20,000 yuan for three consecutive years by district finance. Each unit subsidized shall open at least one comprehensive agricultural product show shop in each area including Songbao, Zhangmiao, Dahua, Yangxing, Gucun and Yuepu with the floor area reaching 100 square meters and purchase amount of agriculture products reaching 2 million yuan; 

Agriculture enterprises, collective farms and cooperatives which open counters of over 20 square meters at urban or downtown areas with sales amount over 600,000 yuan will be subsidized after the application is approved.

Agriculture enterprises, collective farms and cooperatives products which open counters atmalls, supermarkets and food markets in the city with sales amount over 300,000 yuan will be subsidized (no more than 15 counters of the same unit) after the application is approved.

2. Fund for scale operation of agriculture
Regulations on supporting methods and conditions of the fund are formulated in accordance with relevant documents including“Opinions of Baoshan District on Land Circulation and Scale Operation of Agriculture.”

 

Article 5 Organizations and Institutions
Baoshan District Agricultural Committee shall be responsible for the project management of the Special Fund, mainly including information releasing, application acceptance, implementation, supervision and assessment of funding projects; The assessment and implementation of the funding projects of scale operation of agriculture.

Article 6 Application and Approval
The application and approval procedures of the special fund for industrial development of agriculture shall be implemented in accordance with “Opinions of Baoshan District on the Special Financial Funds for Adjusting Structure, Promoting Transformation and Supporting Industrial Development.” The application and approval procedures of scale operation of agriculture shall be implemented in accordance with “Opinions of Baoshan District on Land Circulation and Scale Operation of Agricuture” and be reported to Baoshan District joint meeting on the management of special funds for industrial development

Article 7 Management and Supervision
The fund will be managed and supervised in accordance with “Opinions of Baoshan District on the Special Financial Funds for Adjusting Structure, Promoting Transformation and Supporting Industrial Development.”

 

Article 8 Supplementary articles
1. The regulation will be implemented for three years since issuing
2. The responsibility to interpret the present Measures shall be remained with Baoshan District Agricultural Committee, Baoshan District Finance Bureau and Baoshan District Development and Reform Commission.
