By 2020 the population of Baoshan District will be controlled within 1,500,000, the level of urbanization will reach 98.7%. Total urban construction land within the concentrated urban area will be about 232 square kilometers.

By 2020, Baoshan will be built into a riverside modern district with an auxiliary function and compatible with the international metropolis of Shanghai. Besides, it will also be formed as a world-class fine steel and extended industry base, Shanghai northern logistics services base, an important part of  Shanghai international shipping center, modern producer services concentrated area, as well as a modern living park with beautiful environment, and agreeable for living.
