Smooth traffic in Baoshan District calls for persistent efforts in both the management and development of public transportation

Authorities in Baoshan District should manage and develop local transportation system with management playing a central role, and constantly tackle weak points, improve the whole system, the road networks and public transportation services, in a bid to build a comprehensive, fully-functioning, convenient, eco-friendly transportation system that meets multiple transportation needs and takes the transportation services in the district to a new level.

 

I. Intensify efforts to build a city-level transportation hub

 

With building the Shanghai International Shipping Center being the primary task, efforts should be stepped up to build international cruise terminal and Wusong Ferry Terminal, which strengthens Baoshan’s role as a comprehensive transportation hub and further improves the comprehensive services in cross-regional road, railway, sea and river transportation. The district should actively engage in building Hutong(Shanghai-Nantong) Railway and rail transits, improve railway routes and track-laying methods, and ensure the safety on the surrounding roads and that the construction will be carried out and completed as scheduled. With building a cruise terminal that integrates different transportation options playing a central role, the district should finish the stage-2 work on Wusongkou International Cruise Terminal, renovate and upgrade the Baoyang Road Ferry Terminal, integrate comprehensive public services along the Huangpu River, which is focused on the development of cruise business and infrastructure in ferry terminals, in an attempt to build a comprehensive multi-function transportation hub that is compatible with international cruise home ports.

 

II. Improve road networks in the district

 

Efforts should be made to improve road networks within the district as well as those stretching out of the district and roads in key areas. By 2020, the district will see a major road network consisting of three north-south roads and four east-west roads, a middle-sized road network consisting of eight north-south roads and thirteen east-west roads, and many small-sized road networks that connects different roads, which together makes a road length of 884.12 kilometers and a road density of 3.3 kilometers per square kilometer.

 

III. Vigorous efforts should be made to develop public transportation

 

Priority should be given to develop public transportation and services. By 2020, public transportation should account for at least 35 percent of the transportation (walking not included) available in the district. And rail transits and medium-capacity buses account for 50 percent of public transportation to ensure a convenient and efficient traffic.

 

Improve public transportation system. Metro Line 15 and 18 will be opened to traffic to provide better rail transits services in the district. A transfer hub that connects Metro Line 1, 3 and 7 will be piloted to create smooth transfer inside the metro station. Medium-capacity traffic project will be developed to complete the public transportation system that mainly consists of rail transits and buses. Bus routes will cover more areas. Shuttle services will be improved, and more bus stations will be built.

 

Improve management of static transportation. Based on the principle of keeping a moderate amount of fixed parking spots and tightly controlling the number of temporary parking spots, the static transportation system, with parking lots affiliated to specific buildings playing a major role, independently-built public parking lots playing a secondary role followed by some curb-side parking lots, should be in line with the function of the land, the traffic capacity and the policy of “public transportation first.

 

Improve slow traffic system. Further efforts to improve public bicycle services are required. The number of public bicycles will reach 15,000 to ensure that the bicycles are accessible to the whole district.

 

IV. Provide better transportation management

 

The transportation management system in the district should be improved. As one aspect of smart city management, a smart road traffic management system should be built, which includes building a better traffic guidance system, a smart traffic light system, a parking guidance system, a real-time traffic monitoring system and highly-efficient traffic management system, as well as separate systems for passenger and freight transport. Policies should be improved to develop diverse bus services. Regulations on public transportation services should be more detailed and improvements should be made in public transportation organizations to improve transportation efficiency.
