The just concluded 20th CPC National Congress put forward a strategic plan and specific deployment for accelerating the building of China into a cyber and digital power. In the afternoon of October 29, Shanghai Association for Science and Technology (SAST) and Baoshan district government jointly held the "Intelligent Society·Innovative Future" Shanghai International Science and Technology Forum on Urban Digital Development. Ma Xingfa, Party Secretary and Vice Chairman of SAST, and Chen Jie, Party Secretary of CPC Baoshan district committee, attended and delivered a speech, Zhai Lei, Vice District Mayor attended.

More than 100 experts and scholars from all over the world, as well as guests from domestic government departments, universities, institutions and enterprises from online and offline, jointly discussed the specific path of Shanghai to build world-class digital industry clusters and an international digital city with world influence. With focus on digital transformation, smart transportation, smart community, cyber security, the forum offered advice and suggestion to Baoshan’s “North Transformation” based on the district’s new development stage of digitalization.

Ma Xingfa said that Baoshan is a hot land for innovation and entrepreneurship, it is making every effort to fulfill Shanghai’s science and technology innovation center initiative, and to embark on a path of science and technology featuring innovation-driving and high-end industrial development. In this July, Shanghai Association for Science and Technology signed a cooperation agreement with Baoshan district government to better leverage the advantages of the association in niche educational resources, expert network, think tank platform, and international cooperation and exchange, build a good service platform, optimize the innovation cooperation mechanism, and better gather resources of technology, talent, and scientific research projects. The forum will be taken as an opportunity to further promote the deep integration of science and technology, and economic growth, thus enabling high-quality development.Nowadays, digital technology has become a new blue ocean for global cooperation and competition. This forum has set up a new platform for cooperation and exchanges between China and the rest of the world. Chen Jie said in his speech that the report to the 20th CPC National Congress stressed the need to speed up the building of a digital China, accelerate the development of digital economy and build internationally competitive digital industrial clusters. Shanghai has proposed the strategic goal of building an international digital capital with world influence. In order to establish Baoshan into the main front of Shanghai Science and Technology Innovation Center Initiative, in the middle of this year, SAST and Baoshan district government have accelerated the layout by signing the Strategic Cooperation Framework Agreement to jointly promote the digital transformation of Baoshan.At present, thanks to the joint efforts of both sides, Baoshan District has become a pilot area of "Science and Innovation China", built the first science and innovation neighborhood in the city, and stored a number of sci-tech think tanks. It has gradually solved the difficulties and pain points in industrial development, life service, and urban governance in the region by digital means. The continuous regional digital transformation has become the core driver of Baoshan’s economic and social development.

Focusing on being the main front of Science and technology Innovation Center Initiative, promoting digital transformation of industry and economy

Baoshan district has been working to promote the digital transformation of the industry, forming new driving force for high-quality development.The report to the 20th CPC National Congress stressed the need to speed up the building of a digital China, accelerate the development of digital economy, promote deep integration of digital and real economy, and build internationally competitive digital industrial clusters. Following the spirit of the 20th CPC National Congress, on the way forward to the digital transformation, Baoshan will constantly explore new models and adjust to the local condition, and adhere to the important instruction of “blazing a new path of transformation” made by the General Sevretary Xi Jinping.

As a "treasure land coming from the sea", Baoshan is located at the intersection of three rivers and can be called the "waterway gateway" of Shanghai. With such unique geographical advantages, Baoshan is in possession of leading enterprises like Baowu Group, capital and land resources, strong sci-tech strength, and broad industrial hinterland.

On this basis, in order to further attract more diversified investment and enrich the industry ecosystem, Baoshan is now closely following the municipal "North-South transformation" initiative, aiming at the forefront of sci-tech and high-end industry, and building a digital platform to coordinate service resources for industry development. The Future Smart City in Nanda area, Baoshan depicts a unique "smart city digital ecosystem" combining smart industry, digital finance and future life, introducing and cultivating service providers for the commercialization of sci-tech achievements, and comprehensively building a new industrial ecosystem for scientific and innovation.

The digital economy has become Baoshan’s growth driver, with its core added value reaching 17.5 billion yuan, and an annual average growth rate of more than 6%. In the future, Baoshan will continue to focus on "digital science and innovation", and further build the digital transformation pilot zone and the benchmark area of industrial Internet platform in the five key areas, namely digital science and innovation, industrial Internet, business environment, resource platform, and talent development. By 2023, Baoshan aims to introduce and cultivate 100 technology-based SMEs in the digital field and achieve an average annual growth rate of more than 30 percent in terms of the number of high-tech enterprises. The digital science and innovation that is intelligent and flexible will inject vitality into the "North Transformation".

Improving urban living quality, promoting digitalization of life services

The report for the 20th CPC National Congress stressed that we should insist on improving people’s livelihood during the process of development, encouraging making life better with joint effort, and realizing people’s aspiration for a better life. Baoshan district has added nursing beds or nursing units in capable community health service centers, township health centers and other basic medical and health institutions, and improved the old-age service system by equipping digital and intelligent elderly care facilities. The elderly can enjoy "Internet + health" and "Internet + nursing services" nearby within the community, thus greatly improving their living security.

“Internet hospital”

In 2020, Zhongshan Wusong Hospital in Baoshan district obtained the first batch of Internet hospital license. Its image diagnosis center is connected to 17 community health centers to provide strong medical support. Patients can access medical diagnosis online easily, alleviating burden on doctors offline. Patients with minor illness such as cold and fever can receive solution in small hospital without crowding in top-level hospitals.

Digitalization empowers life. Digital platform will serve as a subversive revolution to the urban life services offerings. Going forward, Baoshan will not only meet the basic daily needs of residents, but also expand digital service range, and jointly promote quality livelihood services such as entertainment, sports, travel, and tourism, so as to create a new vision of digital life with access to "ubiquitous and barrier-free services".

Focusing on the difficulties of urban governance, promoting digital transformation of social governance.

Urban governance has always been a common issue facing the world. It was mentioned in the report for the 20th CPC National Congress that to improve the social governance system, it is necessary to improve the institution featuring joint contribution, joint governance, and shared benefits, to enhance the social governance efficiency, and unclog and standardize the channels for people to voice their demands, coordinate their interests, and protect their rights and interests. Following the important spirit of the 20th CPC National Congress, Baoshan aims to form a "social governance community", takes digitization as the entry point of social governance transformation, and applies digital technology to urban social governance, which not only refines governance, but also provides a new path and expands the practice space for improving and guaranteeing people's livelihood, and promoting the modernization of national governance system and governance capacity. Baoshan has been committed to the integration of urban governance, with two digital webs, namely "all-in-one government services" and "all-in-one governance management", transforming the model of government services offering from "people seeking services" to "services seeking people".

Have you heard of “Shequtong”? This is a widely used application in primary-level community management in 8 provinces and cities such as Beijing, Shanghai, Shandong, Anhui, Hebei, Inner Mongolia and Liaoning. In fact, this application is originated from Yuepu town, Baoshan district. As a one-stop cloud platform for community management, Shequtong connect all 557 neighborhood committees and administrative villages in the district. Problems such as surrounding sanitation, neighborhood disputes, public security, property management can be raised in the application so that they can be solved through public discussion, ensuring people’s voice is heard and people needs are well-served.

Currently, Baoshan is shaping its “digital twin city”, “using digitalization to empower urban governance and improve safety”, digital management model will be broadly applied to address problems lies in emergency response, epidemic prevention, production, fire control, transportation, comprehensive governance, and other urban management issues. The two webs will be further linked up so that services can be offered with higher efficiency. Baoshan strives to increase online handling rate of its government services to 85%, shortening the gap between the public and the government, offering more choices and streamlining handling procedures for enterprises and the people. It is ideal that digitalization can enable efficient governance through one-time handling online.
