To seize the significant historical opportunity of gaining the leading position of Shanghai Science and Technology Innovation Center, Baoshan District will retain not only the “top sci-tech innovation enterprises”, but also “sci-tech innovation leaders”. On the afternoon of July 22nd, Baoshan held a ceremony with a theme of “Gathering Talents and Sci-Tech Innovation Wisdom” to launch a series of new policies for the construction of Baoshan Sci-Tech Innovation Talent Hub, officially inaugurating the building of the hub and a series of new policies for talents. Over 200 people, including district leaders Zhang Yi, Xu Jing, Ni Qianlong, leaders of the Municipal Talent Office, the Municipal Human Resources, and Shanghai Baodi Real Estate Co., Ltd, attended the event.

At the ceremony, Xu Jing, a member of the Standing Committee of CPC Baoshan Committee, issued keys to representatives of the first batch of talents to reside in the district-level talent apartments. Ni Qianlong, vice mayor of the district, released the “Talent Service List for Key Enterprises in Baoshan District”. Leaders of the Municipal Talent Office and the Municipal Bureau of Human Resources and Social Security awarded licenses to Overseas Talent Hubs of Shanghai Yangtze Software Park and Shanghai Industrial Park of Robotics. The District Human Resources and Social Security Bureau signed a framework agreement with Shanghai Baodi to cooperate in building the Sci-Tech Innovation Talent Hub, and representatives of the first human resource service agencies signed cooperation agreements with Shanghai Baodi.

It is understood that Baoshan Sci-Tech Innovation Talent Hub will meet all the requirements of a national industrial park of human resource service. With first-class designs, functions, and management, taking the first project of Special Steel Area of Wusong Innovation City as an initiating carrier, it will build through a government-enterprise model of cooperation established with Shanghai Baodi under China Baowu Steel Group Co., Ltd a talent service complex with economic and service functions, industry-enterprise interconnection, mutual support, and distinctive characteristics. The hub will adhere to work oriented to serve high-level talents and strive to become a unique talent industrial park based on industrial development projects and with support of industrial capital and development in 3-5 years. It will become a new highland for high-level talent and entrepreneurship gathering and intellectual patent producing, promote the integration of human resources and actual economic development, and provide high-quality talent support and intellectual support for regional economic development.

Measures to Support Overseas Talents to Baoshan to Participate in the Construction of the Main Sci-Tech Innovation Center (trial) and Interim Measures of Baoshan Talent Apartment Management were enacted at the ceremony and will be implemented effectively in the principle of improving policy fulfillment and comfort level of service for talents. Overseas Talent Hubs were built in main industrial parks to follow the new policies, which is a vital step of closed-loop service for the introduction of overseas talent in Baoshan and the first step of the implementation of the new policies. To carry out the talent apartment funding policy, housing resources have been raised to create a brand of Baoshan talent apartment -- Adobe for Sci-Tech Talents, with an “unmanned automatic” house selection system developed to offer one-stop service with which one can make a reservation a day in advance and visit the place and sign the contract the day after. By far, nearly 2000 market-oriented talent flats have been raised, and the first batch of over 100 apartments are available for talents to choose from.

Baoshan also specifically proposed to be a free high-quality human resource provider for leading regional enterprises to build up a regional talent innovation and entrepreneurship ecosystem through high-quality talent services. To this end, List of Key Enterprise Talent in Baoshan has been compiled, making it clear that Baoshan will set up a talent service team for the key enterprises, launch ten service initiatives to offer customized talent service for enterprises and talents, and meet the needs of both parties timely, and build a comprehensive talent service system which “respond in advance and to requests”.

An official from District Human Resources and Social Security Bureau said Baoshan Sci-Tech Innovation Talent Hub aims to be a 2.0 or 3.0 version of a national industrial park for human resources. It adopts a new model of government-enterprise cooperation with Shanghai Baodi, with both parties making use of their respective strengths for a win-win situation, and will eventually develop into a talent service complex that combines economic and service functions. The new policy for overseas talents is to bolster funding for the target group, and the new policy for talent apartments is an upgrade of the original talent housing scheme, which mainly expands housing resource channel and include some market-oriented apartments to offer richer and more convenient services and settle down in Baoshan.
