To build a university science park, planning and mechanism should go first. At the early stage of university science park planning, Baoshan takes Shanghai University as its source to draw a "ring". In the west, Baoshan will build a "new nucleus of technological innovation around Shanghai University" with the Science and Technology Parks around Shanghai University as the core and radiating the science and technology park of Shanghai Huazhong University of Science and Technology and Shanghai Innovation Research Institute of Sydney University of Science and Technology. In the east, Baoshan will lay out the "University Science and Technology Achievements Transformation Belt" consisting of Shanghai Peking University Science and Technology Park, Baoshan Fudan Technological Innovation Center, the science and technology park of the University of Shanghai for Science and Technology and the science and technology park of Shanghai Second Polytechnic University. Among them, the Science and Technology Parks around Shanghai University, as the core carrier of university science and technology park cluster built by Baoshan, is an important means for deepening strategic cooperation between Baoshan and Shanghai University. In order to promote the construction of the parks and strengthen the top-level design, Baoshan District and the universities jointly established a high-level efficient work promotion mechanism and set up a leading group for the construction of the science and technology parks around Shanghai University. The leading group has an office to establish an efficient collaborative working mechanism in which the leading group pays attention to strategy and the office pays attention to implementation. Since 2021, three leading group meetings and seven leading group office meetings have been held to study and coordinate major issues and accelerate the implementation of key tasks.

Forming an industrial layout of "each park with its unique characteristic".

The cluster of university science parks has taken shape initially, and how to guide each university science park to rationally plan the industrial layout has become the key. Baoshan fully stimulates the advantages of first-class disciplines in cooperative universities, closely connects with key industries in Baoshan, focuses on scientific and technological achievements that can be applied quickly, implements differentiated development strategies that match regional industrial positioning, and forms an industrial layout of "each park with its unique characteristic".

The Science and Technology Parks around Shanghai University focus on key areas such as new materials, robots and intelligent manufacturing, artificial intelligence and new generation information technology. Baoshan Fudan Technological Innovation Center focuses on emerging fields such as chemical materials, information electronics and equipment manufacturing. Shanghai Peking University Science and Technology Park focuses on the fields of software and digitalization as well as medical devices. Shanghai Huazhong University of Science and Technology Science Park focuses on high-end equipment, intelligent manufacturing and other fields, while Baoshan Branch of the University of Shanghai for Science and Technology Science Park focuses on promoting medical-industrial intersection, optical-mechatronics and other fields. These parks jointly promote the transformation, incubation and industrialization of innovation achievements in Baoshan, and drive the future industrial development of Baoshan.

Baoshan District has expanded the "circle of friends" with colleges and universities.

After developing atop-level design, innovating systems and mechanisms, and implementing the differentiated development strategy, Baoshan finally reap fruits from Baoshan University Science Park. Nowadays, the Science and Technology Parks around Shanghai University have taken shape. Shanghai Peking University Science and Technology Park and Baoshan Fudan Technological Innovation Center officially opened. Shanghai Huazhong University of Science and Technology Science Park and Baoshan Branch of the University of Shanghai for Science and Technology Science Park are ready to go. Shanghai Second Polytechnic University Science and Technology Park has been approved as a national park, and the cluster of "One Core and One Belt" university science and technology parks has taken initial shape. The "circle of friends" with universities in Baoshan is expanding, new kinetic energy for the transformation of regional achievements is forming, the innovation ecological environment is continuously optimized, and the incubation of science and technology parks and the carrying capacity of industries are continuously improved. 

As the highland of technological innovation industry with a scale of 100 billion yuan built by Baoshan and Shanghai University, the Science and Technology Park around the Shanghai University starts from "zero", and the technological innovation positions are arranged in turn: No.1 base, Lingang City Industrial and Technological Oasis; No.2 Base, Shanghai International R&D Headquarters; No.3 Base, graphene functional platform, which effectively promote the efficient linkage of production, education and research between Shanghai University and Baoshan, and the transformation of scientific research advantages into industrial advantages. With the goal of cultivating new kinetic energy of economic development and focusing on creating a good entrepreneurial innovation ecology, Baoshan will develop stronger the core functional bearing areas such as the transformation of scientific and technological achievements, the incubation of scientific and technological enterprises, the training of scientific and technological talents, and the gathering, radiation and driving functions.

Up to now, 123 enterprises have settled in the Science and Technology Parks around Shanghai University, and 24 key scientific and technological achievements have been successfully transformed. Baoshan has promoted the industrialization of four bottlenecked technologies such as unmanned boats, five disruptive technological innovations such as research and development of stem cell therapy drugs, and seven cutting-edge leading technologies such as non-invasive respiratory detection and diagnosis, and broken through eight key common technologies such as the treatment of outstanding environmental pollution problems.

At the beginning of 2021, Baoshan District signed a strategic cooperation agreement with Fudan University. In November, science and technology innovation ecology ushered in another important carrier — Baoshan Fudan Technological Innovation Center. Eight major innovation projects of Fudan University, including the research and development project of functional mesoporous materials led by Zhao Dongyuan, winner of the first prize of National Natural Science Award and academician of Chinese Academy of Sciences, the industrialization project of high-performance coating materials led by Professor Zhou Shuxue and Professor Wu Limin, and the industrialization project of intelligent building communication system led by Professor Zheng Lirong, have successfully settled in. Relying on the advantageous disciplines and major technological innovation achievements of Fudan University, Baoshan focuses on emerging fields such as chemical materials, information and electronics, equipment manufacturing, etc., and helps match scientific research achievements and market demand, and "catalyzes" the transformation links of achievements with technological innovation services throughout the whole life cycle. 

In the first half of 2021, Baoshan District signed a strategic cooperation agreement with Peking University Science and Technology Park. It focuses on the core functions of the development of university science and technology parks, links the advantageous intellectual resources and scientific research resources of Peking University, builds the Shanghai Peking University Science and Technology Park with "five platforms, two centers and one base" as the main functional carrier, and constructs a whole chain and technological innovation service system of "talent attraction + counseling + transformation + incubation + investment + industrialization". At present, Shanghai Peking University Science and Technology Park Co., Ltd. has been established. It has sorted out 202 scientific and technological achievements of colleges and universities, and introduced and cultivated five scientific and technological enterprises such as Shanghai Lingkemaide Pharmaceutical Technology Co., Ltd. Several achievements transformation projects are in contact.

In addition, the Science and Technology Park Project of Shanghai Huazhong University of Science and Technology also settled in Baoshan in 2021. Based in Baoshan District and radiating the Yangtze River Delta region and Yangtze River Economic Belt, the cooperation between the two sides focuses on developing core functions of the university science and technology park by harnessing the advantageous intellectual resources and scientific research resources of Huazhong University of Science and Technology. Both sides strive to build an innovative highland for cultivating innovative small and medium-sized enterprises and a technological innovation highland with enterprises as the main body, market-oriented close integration of industry, academia and research, and integration of large, medium and small enterprises, and focus on the construction of "three carriers, two platforms and one fund".

The University of Shanghai for Science and Technology also signed an agreement with Baoshan District in 2021. According to the agreement, the two sides will focus on the advantageous disciplines such as medical-industrial integration and optics of the University of Shanghai for Science and Technology, mobilize and give full play to their resource advantages, jointly promote the construction of Baoshan Branch of the University Science and Technology Park, increase the open sharing of resources of the University of Shanghai for Science and Technology, and boost the energy level of Baoshan biomedical and other industries.

Implementing a package of policies to fully support the transformation and industrialization of scientific and technological achievements.

Focusing on the construction of university science parks and the transformation of scientific and technological achievements, Baoshan has implemented a package of policies. First, vigorously implementing the special policy for the construction of the Science and Technology Park around Shanghai University. This year, 10 projects received financial support as high as 71.2 million yuan. Second, implementing the special policy for characteristic carrier project of the Ministry of Science and Technology, attracting a number of achievements transformation projects with high scientific and technological content and great development potential. This year, 32 projects were granted with financial support of r 39.5 million yuan (including support funds of 16.29 million yuan for the 12 achievements transformation projects in the Science and Technology Park around Shanghai University); Third, implementing the special policy for solidly promoting urban linkage. This year, 24 projects have been approved (including 6 projects launched by Shanghai University and the Science and Technology Parks around Shanghai University, with a financial support of 9.45 million yuan). With the superposition of the above three policies, Baoshan has financially supported 28 projects in the Science and Technology Parks around Shanghai University throughout the year, totaling some 100 million yuan.

Constructing an ecosystem for transforming Baoshan characteristic scientific and technological achievements.

If scientific and technological achievements are likened to a commodity, the university science park will be a stable "supply channel", and the professor team will be an excellent "supplier". How to smooth the supply channels and tap more excellent commodities is a huge project. There is no fixed pattern and system for the transformation of scientific and technological achievements. In 2021, Baoshan empowered the source, procedures and whole process of the transformation of scientific and technological achievements, and embarked on its own road of transformation of achievements.

Stimulating the vitality of the source of scientific and technological achievements transformation. The source of the transformation of scientific and technological achievements lies in universities and institutes, which are influenced by institutional mechanisms and other factors. Many scientific and technological achievements are stuck in laboratories and cannot be commercialized. To stimulate the vitality of the source, Baoshan exerts its efforts from the supply side of achievements transformation to strengthen the sustained and stable supply of scientific and technological achievements from colleges and universities. It established a mechanism to go deep into schools and departments, grasps the dynamics of achievements transformation in time, and taps more achievements to be transformed. It gives full play to policies and builds an ecological system for transforming scientific and technological achievements with Baoshan characteristics. Meanwhile, Baoshan works with colleges and universities to promote the reform of empowerment of scientific and technological inventions that researchers made on their posts, and release the vitality of transformation of scientific and technological achievements from the source.

Improving the efficiency of scientific and technological achievements transformation process. It is a common difficulty for scientific and technological achievements transformation projects to cross the "Valley of Death" of small-scale and pilot-scale tests. Without a certain scale of financial support, these projects are likely to be interrupted. To solve the problem, Baoshan District considers the transformation project targeting at those achievements for which the laboratory technology maturity is not high enough, but the technology reaches the international and domestic leading level or breaks through the core technology, and innovatively launches the pilot reform measures of "investment first and then equity" of the supporting fund for the transformation of scientific and technological achievements. In the early stage, it supports the "secondary development" of laboratory scientific and technological achievements in the form of scientific and technological projects, and helps the projects to cross the "valley of death" of small-scale and pilot-scale tests. In the later stage, the supporting fund is converted into equity investment funds according to the agreement and the development of enterprises so that Baoshan District grows together with the enterprises, thus helping enterprises to cross the "valley of death" of achievements transformation. The National Development and Reform Commission's Notice on the List of Comprehensive Innovation and Reform Tasks in 2021 incorporates Baoshan's "Investment First and Then Equity" program into the national reform and innovation pilot, which is the only district-based reform and innovation pilot task in the city and a major institutional innovation to promote the transformation of scientific and technological achievements.

Digital technological innovation empowers the whole process of achievement transformation. In the chain of transformation of scientific and technological achievements, innovative subjects such as enterprises, universities and research institutes should be actively involved, as indispensable as each kind of organism for the ecosystem. Due to information asymmetry, institutional mechanism, market orientation, professional background and other reasons, it is difficult to effectively link the "achievement side", "demand side" and "service side" of scientific and technological achievements. "How can all subjects communicate effectively and talk in the same language and logic?" Kechuangbao, an online platform, thus came into being. Baoshan District cooperates with the National Technology Transfer East Center, takes the offline platform "Digital Science and Innovation Port" and the online platform "Kechuangbao" as carriers, and focuses on key areas such as transfer and transformation of achievements, technological innovation and finance, innovative talents, innovative industries and technological innovation service system. It aims at both the supply and demand sides, fully opens up Baoshan's science and innovation elements and resources in digital form, bridges the gap between technology and market, and constructs a bridge of cooperation between the "demand side" of enterprises and the "achievement side" of universities and institutes through intelligent contracts.
