Shanghai Global Investment Promotion Conference 2021 was held at Shanghai Tower on April 7. 216 major industrial projects with a total investment of RMB 489.8 billion were signed and “five new cities” and a batch of special industrial parks and clusters of private enterprise HQs were attracting investments from around the globe. This marks another major initiative taken by Shanghai government in grounding the efforts in the new development stage, applying the new development philosophy, and creating a new pattern of development following the important instructions of General Secretary Xi Jinping.

Li Qiang, Secretary of Shanghai Municipal Party Committee, attended the meeting and witnessed the signing ceremony. Gong Zheng, Deputy Secretary of Shanghai Municipal Party Committee and Mayor of Shanghai, declared the launching of the Shanghai Global Investment Partnership Program.

At the conference, a number of large-scale, high-level, and influential major industrial projects were signed, covering integrated circuits, biomedicine, artificial intelligence, intelligent manufacturing, new materials, new energy, high-end equipment, online new economy, headquarters economy, financial services, and other fields. These projects are the phased results of Shanghai’s efforts to attract and promote investments and introduce projects at the beginning of the 14th Five Year Plan. They will be contributing to Shanghai’s efforts to promote high-quality development and gain unique advantages towards development.

To further innovate methods and broaden channels of investment attraction, Shanghai officially launched the Shanghai Global Investment Partnership Program. The first batch of partners including four internationally recognized entrepreneurs from Allianz Group, Blackstone Group, Hillhouse Capital and Sequoia Capital, as well as six organizations such as SEMI, CAPCO, CEATEC, Pricewaterhouse Coopers, CBRE, and Cushman & Wakefield will actively act as a bridge that helps accelerate the convergence of global functional institutions, high-end projects, talents, and entrepreneurial teams.

At the conference, Beijing Health-Biotech Group (H&B), Shanghai Pharmaceuticals Holding Co. Ltd. (“SPH”), Shanghai Baoyue Logistics Co., Ltd., Beijing Gold Concord Group Co., Ltd., Weimob Inc., Shenke High-tech Development (Shanghai) Co., Ltd., Puyou Data Technology (Shanghai) Co., Ltd., Shanghai Baodi Real Estate Co., Ltd., CISRI-Zhongke Energy Conservation and Technology Co., Ltd., Shanghai Stam Pharmaceutical Development Co., Ltd., Peking University Science Park Co., Ltd., and Ferrotec signed agreements with Baoshan for cooperation.

The collaborative innovation platform project of H&B on comprehensive cell biomedicine was launched in Baoshan District (in the form of online “cloud” contract)

H&B plans to build a drug headquarters (a listed entity), CDMO R&D center, GOP laboratory, and cell drugs production base on a plot of 97 mu in Baoshan Industrial Park with a total investment of about RMB 1.3 billion. Dedicated to the development of human health, this project focuses on stem cells and regenerative medicine technology and gradually forms a sci-tech platform dominated by perinatal stem cell storage, development of cells and regenerative medicine technology, R&D of new stem cell drugs, and the fully-integrated CDMO service, with the aim of creating the whole-industry-chain loop of stem cells and regenerative medicine.

SPH pharmaceutical industrial park project in Baoshan District (contract signed on-site)

Based on its strategic layout and the comprehensive advantages of Baoshan’s North Shanghai Biomedical Industrial Park, SPH establishes the “Shanghai Pharmaceutical Baoshan Pharmaceutical Industrial Park” in Baoshan, which includes the vaccine project of Shanghai Shangyao CanSino Biopharmaceutical Co., Ltd., the super factory of high-end agents and big health super logistics center.

Baoshan Yuepu precision medicine industrial park project (in the form of online “cloud” contract)

The project is launched in Yuepu Industrial Park, Baoshan District, with a land area of 32 mu. A total investment of RMB 270 million will be used to build 1# a main building for medical device display, 2# office buildings, and 3# office buildings, with a total floorage of about 48,000 square meters. The accurate medicine empowerment is positioned at its core, and the platform for business incubators is established to attract more innovative sci-tech enterprises specialized in medicine and equipment, in an effort to realize the overall improvement of regional industry, and drive the overall development of regional economy through its influence.

MAX Science and Technology Park (Meilan Lake, Shanghai) project (in the form of online “cloud” contract)

Located in the south of Meilan Lake Road, Luodian Town, Baoshan District, Shanghai and the west of Hutai Road, the MAX Science and Technology Park (Meilan Lake, Shanghai) project has a total investment of RMB 1.5 billion and a floorage of about 100 mu. As planned, the Park will develop into a high-end biomedical R&D headquarters and a smart health industrial cluster in Shanghai with “medicine, medical device R&D and smart health” at its core. The functional units include comprehensive science and technology office, single office building, conference and training center, talent apartment, and supporting business. The Park will contribute to the regional industrial structure adjustment and improve regional economic and social values through its close interaction with the North Shanghai Biomedical Industrial Park.

Shanghai Weimob headquarters building project (contract signed on-site)

A total investment of RMB 900 million will be used to build a multi-functional and smart headquarters office building integrating office, R&D, display, and other functions with a total volume of 50,000 square meters. It is a complex dominated by office work and supported by light business services. Relying on this office building, the company aims to raise brand awareness, thus making due contribution to the development of businesses in surrounding areas and the GDP growth in urban areas, and leading the development of the new economy.

Shenke Puyou scientific innovation industrial base project (in the form of online “cloud” contract)

Driven by scientific empowerment and supported by the industrial ecology, Shenke High-tech Development (Shanghai) Co., Ltd., which takes hold in and operates the CAS Sci-tech Town, strives to promote the upgrading of regional scientific technology, industry, and economic development with fintech. It is committed to becoming China’s leading platform for the establishment and operation of the scientific and technological industry. Puyou Data Technology (Shanghai) Co., Ltd. will focus on launching financial cloud infrastructure, fintech industrial park, and other projects through the mode of industry plus fund. Located in Baoshan District, this company will build the fintech industrial ecology and fintech innovation and entrepreneurship highland.

Wusong International Sci-tech Innovation City (in the form of online “cloud” contract)

Located in the north of Wusong Industrial Zone, Wusong International Sci-tech Innovation City is the pilot area for the transformation of the Wusong Industrial Zone. In the future, an intensive, complex, efficient and convenient pilot demonstration area that is featured by city-industry integration and combines scientific innovation and R&D, ecological culture, and public service will be formed on this basis.

During the development phase, Shanghai Baodi Real Estate Co., Ltd. adopts the strategy of “giving priority to the planning, foundation, ecology, and industry”. Priority will be given to areas with a mature basis for industrial transformation and excellent transportation, so as to form highlights and mature functions and modes and drive the transformation and upgrading of the overall plot. The infrastructure and ecological construction will be carried out simultaneously.

SiC headquarters and industrial park project (in the form of online “cloud” contract)

CISRI-Zhongke Energy Conservation and Technology Co., Ltd. is a scientific and technological innovation enterprise focusing on the R&D, industrialization, and marketing of applied technologies and related products in new materials, energy conservation and environmental protection, new energy, and other fields. At present, Baoshan has reached an agreement with SINO SIC Technology Development Co., Ltd., a subsidiary of the project, by proposing the cooperation plan on strategic development, that is, “one headquarters, one research institute, and one production base”. The project will be launched to operate the silicon carbide powder, silicon carbide crystal, and silicon carbide epitaxial wafer project. As a leading enterprise, SINO SIC Technology Development Co., Ltd. will actively introduce enterprises in the upstream and downstream industrial chains to create a valley of silicon carbide.

Stam pharmaceutical headquarters project (in the form of online “cloud” contract)

Shanghai Stam Pharmaceutical Development Co., Ltd. is a contract research organization focusing on the services rendered across the whole process of biomedical clinical trials at home and abroad. Stam pharmaceutical headquarters project will be committed to building an integrated platform for technical services of drug clinical trials. The services include new drugs R&D and evaluation, drug registration and regulatory affairs, technical services of drug clinical trials, drug safety alert, and others. The organization will expand and strengthen the technical services of drug clinical trials, in order to form advantages in technical and production services in the “tumor, infection, and vaccine fields”.

Peking University Science Park project (in the form of online “cloud” contract)

The Peking University Science Park project will launch the Peking University Science Park in Shanghai that carries the functions of “four platforms, two centers, and one base” and create a whole-industry-chain sci-tech innovation service system integrating “talent introduction + guidance (training) + transformation + incubation + investment + industrialization”. Efforts will be made to enhance international exchange and cooperation and focus on the transformation and industrialization of scientific and technological achievements, so as to improve the regional innovation levels and core competitiveness of Baoshan District and lend full support to Baoshan District in becoming Shanghai’s major sci-tech center.

Ferrotec (China) headquarters project (in the form of online “cloud” contract)

Ferrotec is mainly engaged in the R&D, production, and sales of semiconductor silicon wafers, fine regeneration and cleaning, power semiconductor carrier plates, silicon carbide wafers, new energy materials, thermoelectric materials, and other products. The production capacity and market share of multiple products are among the best in China and even in the world. The company plans to set up a regional headquarters in Shanghai, China to facilitate the investment management, business decision-making, R&D training, cultural development, etc.

To highlight the adjustment and upgrading of North-South functional layout, promote the quality development of the industry, and support the North-South transformation, the speakers also introduced the North Shanghai Biomedical Industrial Park, the Shanghai Industrial Park of Robotics, and the Super Science and Innovation Park (New Material) in Baoshan District.

Baoshan boasts a vast space for sci-tech innovation development, including the two municipal transformation zones of Nanda and Wusong, as well as three featured municipal industrial parks such as the Shanghai Industrial Park of Robotics, the Super Science and Innovation Park (New Material), and the North Shanghai Biomedical Industrial Park. With a strong industrial base, rich industrial resources, and the top-notch business environment, Baoshan District will have a future of vitality and hope.
